Description

This is a limited duration position and is expected to end in December 2027. The Strategic Advisor is an at‑will appointed position by the Sheriff that serves as a senior‑level advisor to the elected Sheriff, providing expertise in organizational management, policy analysis, and long‑term planning.

Pierce County Sheriff’s Office is a “full‑service agency” that provides police services and manages the Pierce County Jail. Services include response to calls for assistance, uniformed patrol, crime prevention, crime scene examination, civil processing services, and criminal investigations in response to the needs of residents living and working in unincorporated Pierce County. The Sheriff’s Office deploys several highly trained, specialized units in handling these varied and vital responsibilities.

The Sheriff’s Office is comprised of 616 commissioned law enforcement and corrections staff and 103 civilian personnel. Together, these dedicated employees support our 3 bureaus, including Administrative Services, Corrections, and Operations.

Position Summary

Key Responsibilities
  • Strategic Planning & Implementation
    • Develop and track long‑term goals and strategic priorities for the Sheriff’s Office.
    • Identify opportunities to enhance efficiency, adapt to emerging challenges, and ensure long‑term sustainability.
    • Provide analysis and recommendations to align operations with the Sheriff’s vision and County public safety policy goals.
    • Provide long‑term liability risk management through proactive policy evaluation.
  • Policy & Legislative Affairs
    • Monitor local, state, and federal legislation impacting law enforcement and public safety.
    • Draft legislative proposals, amendments, and responses to emerging issues.
    • Represent the Sheriff’s Office in interactions with legislators, staff, and policy consultants.
    • Participate in professional committees such as the Washington State Chiefs and Sheriff’s Association and the Pierce County Police and Sheriff’s Association.
  • Executive & Administrative Support
    • Advise the Sheriff and Undersheriff on administrative and organizational matters.
    • Provide guidance and expertise to the executive team on operations, initiatives, and public safety concerns.
    • Formulate strategies for implementation of new initiatives and provide communication support to ensure consistency and clarity.
  • External Relations & Advocacy
    • Attend meetings and forums to stay informed on emerging issues such as human trafficking, intergovernmental affairs, and other critical public safety concerns.
    • As directed, serve as a representative of the Sheriff’s Office in legislative, intergovernmental, and community settings.
    • Foster transparency by coordinating with public information officers on community outreach initiatives.
Qualifications
  • Education and Experience: Bachelor’s degree in Business, Economics, Political Science, Public Administration or related field and three (3) years of organizational management, policy analysis, long‑term planning or related experience or any combination of education and experience that can clearly demonstrate the ability to perform the essential functions of the job.
