Emergency Preparedness Coordinator (PPM II)
Public Health – Seattle & King County’s Preparedness Section is seeking an Emergency Preparedness Coordinator (Project/Program Manager II) to support planning, training, and exercising of chemical and biological incidents. This is a temporary, term‑limited position anticipated to last up to 18 months. Funding may change, and the position may become a Special Duty for qualified internal employees.
Position SummaryThe Coordinator will primarily update plans, develop trainings and co‑lead a series of exercises focused on responding to accidental and intentional chemical incidents. Support is also provided for biological incidents. The role reports to the Emergency Preparedness Planner (Project/Program Manager III).
BackgroundPublic Health – Seattle & King County (PHSKC) is the county’s public health department serving over 2.3 million people. The Preparedness Section leads the cycle of planning, organizing, equipping, training, exercising, and evaluating readiness. The Section collaborates with other county departments, healthcare and emergency agencies, and local emergency management to coordinate delivery of services during emergencies.

Work ScheduleMon‑Fri 8:00 am‑5:00 pm, 40 hours per week. Overtime‑eligible; prior approval required.
Work LocationChinook Building – 401 5th Ave, Seattle, WA 98104. During emergencies, employees may be required to report to other sites.
Remote and Onsite WorkThe position follows a hybrid model. Remote/onsite ratio depends on business needs and is subject to change.
Job Duties- Review and update the Chemical, Radiological and Nuclear (CRN) annex.
- Facilitate input and engagement with internal and external partners.
- Develop planning and response documents for the CRN annex.
- Design chemical exercises aligned with response plans and grant deliverables.
- Draft and track exercise documents such as task lists, plans, MSELs, situation manuals and presentations.
- Support training and exercise planning administrative tasks (agendas, notes, registration, scheduling, communication).
- Design and develop trainings to support exercises.
- Coordinate with the Preparedness Evaluation Manager for corrective action alignment.
- Ensure corrective action items are incorporated into documents and subsequent exercises.
- Update planning, readiness and response documents related to biological incidents.
- Facilitate readiness discussions on biological incidents.
- Serve as a backup subject matter expert on medical countermeasures.
- Serve in a response role if the department is activated.
- Perform other duties as assigned.
Minimum Qualifications
- Knowledge of chemical hazards or experience in related responses.
- Project management skills; ability to handle multiple projects.
- Experience drafting clear procedures, guidance documents, presentations, and reports.
- Ability to facilitate meetings with multidisciplinary experts and synthesize feedback.
- Outstanding attention to detail.
- Commitment to pro‑equity practices and inclusive documentation.
- Ability to establish and maintain trusted relationships with peers and partners.
- Excellent verbal communication and coordination skills.
- Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook, SharePoint, Teams).
- Exercise planning experience and understanding of HSEEP and POETE.
- Familiarity with core emergency management and public health preparedness capabilities.
- Experience applying equity and social justice principles to emergency response and preparedness activities.
- Knowledge of the incident command system and completion of at least one ICA course (ICS 100, 200, 700).
