DSHS WSH Chief Quality Officer

The Gage Center of Forensic Excellence at Western State Hospital (WSH), is seeking a Chief Quality Officer to join the team in Lakewood, WA!

The mission of the Gage Center of Forensic Excellence at Western State Hospital is to promote recovery and well-being in partnership with the people served. The Chief Quality Officer supports this mission by managing and having oversight responsibility of clinical risk management, data management, safety, quality, compliance and performance improvement throughout the Gage Center of Excellence as well as working with all hospital departments and disciplines to improve the effectiveness and efficiency of the services provided.

In this role, you will hold a key executive leadership role in support of the mission, vision, values and strategic objectives of the Gage Center at Western State Hospital (WSH), Behavioral Health & Habilitation Administration (BHHA), and the Department of Social and Health Services (DSHS).

Opportunities performed on-site may be eligible for an additional 5% premium pay in addition to the advertised salary. Pierce County employees are eligible to receive an Orca Card for transportation needs.

• Oversee the development, implementation, and monitoring of the Quality Assessment and Performance Improvement (QAPI) & Safety programs for the Gage Center in conformity with the regulations of the State of Washington, Federal regulatory requirements, Centers for Medicare and Medicaid Services (CMS) and, The Joint Commission (TJC) standards, Behavioral Health & Habilitation Administration, and/or other accrediting agencies
• Ensure QAPI & Safety are fully integrated throughout the hospital
• Oversee the clinical risk management department and ensure that reviews comply with hospital and other standards, to include implementation of root cause analyses and other comprehensive systematic analyses tools
• Collaborate with administration, clinicians, hospital departments, and external stakeholders to ensure compliance with the hospital's mission and the QAPI & Safety programs
• Ensure data integrity and oversee the hospital’s Research, Evaluation, & Data Analysis department
• Coordinate and monitor all survey activities including Labor & Industries (L&I), Department of Health and other regulatory entities
• Ensure survey readiness throughout the hospital
• Serve as co-chair for the Quality Council with a focus on tracking, trending, analyzing, and improving performance measures aligned with QAPI certification/accreditation requirements, and safe, quality patient care
• Annually assess QAPI & Safety Plans
• Assure that facility goals, objectives, standards, policies, and procedures are congruent with the standards and requirements of certification/accreditation, and approving, governing, and/or reviewing bodies
• Set performance standards and assess achievement of performance goals; increase work unit productivity
• Ensure programs are managed with integrity and in compliance with state and federal laws, rules, and regulations

• Expertise in principles of LEAN, healthcare performance improvement and project management
• Proficiency working with systematic comprehensive analysis and LEAN tools
• Knowledge of occupational health safety and L&I/DOSH requirements
• Experience leading risk management, data management and safety programs
• Extensive knowledge in QAPI planning, program implementation and compliance

• Knowledge of DSHS policies and related state administrative codes/RCWs
