Position: Quality Assurance Tester (IT Quality Assurance - Journey)

This opportunity is only open to Department of Revenue employees.

Attention Revenue! Your Taxpayer Account Administration division is looking to fill an IT Quality Assurance - Journey position to serve as a Quality Assurance Tester for local tax. This position is responsible for system quality assurance execution through comprehensive and accurate testing of Automated Tax & Licensing Administration System (ATLAS) changes, enhancements, defects, projects, core system upgrades, and service packs.

Taxpayer Account Administration (TAA) is a division of Revenue that administers many programs, including excise tax, forest tax, fish tax, cigarette and other tobacco products taxes, local sales tax, tax incentives, reseller permits, and distribution of state and local taxes. Additionally, the division is responsible for ensuring compliance with the Uniform Unclaimed Property Act and returning unclaimed property (UCP) to the rightful owners.

The incumbent in this position is expected to work independently to:

  • Support the planning, execution, and reporting of ATLAS quality assurance.
  • Meet individual testing goals while supporting team goals and adjusting as required.
  • Develop test plans, test data, and test scenarios. Provide alternative mitigation approaches should the test execution not progress according to plan. Make recommendations based on business expertise regarding testing priorities and alternatives.
  • Understand how and why the system is configured to identify missing scenarios or functional areas of higher risk.
  • Execute test scripts and scenarios as assigned to determine if ATLAS configuration and development is working as intended. Use agency knowledge and experience to go beyond the script or scenario to ensure desired quality levels have been met.
  • Collaborate with and support business end users, TAA System Specialists, TAA Testers, other divisions’ testers in impacted divisions, and partner agencies.
  • Develop and maintain an understanding of how agency processes link together to better execute and problem solve end‑to‑end tests.
  • Identify best practices, improved protocols, and activities designed for continual process improvements associated with testing efforts.
Telework

This position has the flexibility to work remotely the majority of the time, however the duty station is in Tumwater, Washington and the successful candidate must agree to travel to the office for key scheduled meetings or as operational needs dictate. Details of teleworking considerations will be addressed during the interview process.

Preferred Qualifications
  • Local Tax Testing Experience – Experience in testing and writing test scenarios for local tax rate changes, distribution, revenue, and legislation.
  • Decision‑Making and Prioritization – Makes informed decisions about test coverage, defect severity, and risk mitigation, escalating only when issues have cross‑divisional or reputational impact.
  • Adaptability and Resilience – Manages shifting priorities, tight deadlines, and evolving requirements with professionalism and focus, ensuring consistent delivery of high‑quality testing outcomes.
  • Change Control and Documentation Discipline – Applies structured change control practices and maintains accurate, accessible documentation to support auditability and knowledge transfer.
  • Communication and Collaboration – Communicates clearly and persuasively with developers, business users, and leadership—translating technical findings into actionable insights and fostering shared understanding.
  • Mentorship and Team Support – Supports junior testers and business end users by sharing expertise, reviewing test artifacts, and modeling best practices in testing and documentation.
