The Adult Services Division (ASD) of DCHS works in partnership with communities to develop, support, and provide human services programs focused on achieving results in housing stability, financial stability, healthy living, and social engagement for veterans, service members, and their families; older adults and their caregivers; and other resilient communities. The division's work also includes efforts to strengthen connections within and improve access to the human services system.
ASD manages and provides equity-focused stewardship of revenue from the Veterans, Seniors, and Human Services Levy (VSHSL), the RCW 73.08 veterans relief fund and King County general fund‑funded human services programs.
ASD also supports the King County VSHSL Advisory Board, the King County Veterans Advisory Board, and the King County Women’s Advisory Board. King County is an active partner in King County’s Area Agency on Aging.
POSITION DESCRIPTIONThe Community Investments and Performance Team within the Adult Services Division (ASD) provides leadership and oversight for all aspects of contract development, certification, management, and compliance. This role directs the Division’s non‑veteran contracted investments, including the management of Requests for Proposals (RFPs) and the administration of resulting contracts. Each year, the Adult Services Division invests more than $65 million through over 500 agreements, ranging from community services contracts to Memorandums of Agreement, to simple or robust Letters of Agreement.
The Senior Manager holds authority for authorizing contracted services, overseeing solicitation development and management, approving waivers and Division Memoranda of Agreement (MOAs), and ensuring that all investments meet Division, Department, County, and State contracting requirements. The position is also responsible for reviewing and developing contracts and related documents, monitoring certification status, and leading improvement processes from initial development through full implementation.
This leadership role includes direct supervision of five-unit managers and a team of up to 25 employees who carry out every phase of contract development and administration. The team’s work advances five result areas (Housing Stability, Healthy Living, Financial Stability, Social Engagement, and Service System Access and Improvement) while prioritizing older adults and their caregivers, as well as resilient communities. The Senior Manager also provides technical guidance to the Division’s veteran services teams.
Finally, the Senior Manager serves as a strategic advisor to the Chief of Community Investments and Provider Supports, offering critical recommendations to resolve issues affecting contract certification and shaping policy solutions that support emerging service areas and strengthen the Division’s overall contracting framework.
