Senior Manager, Community Investments and Performance Team (SPM I)

We are seeking an experienced leader to serve as Senior Manager for the Community Investments and Performance Team within the Adult Services Division (ASD) of King County's Department of Community and Human Services (DCHS). This role will oversee the planning, development, and management of more than $65 million in contracted services each year, ensuring compliance with all applicable regulations and the division’s strategic objectives.

The Adult Services Division (ASD) works with communities to develop, support, and provide human services programs focused on housing stability, financial stability, healthy living, and social engagement for veterans, service members, and their families; older adults and caregivers; and other resilient communities. It also manages contracting and stewardship of the Veterans, Seniors, and Human Services Levy (VSHSL), the RCW 73.08 veterans relief fund, and King County general fund‑funded programs, and supports the VSHSL Advisory Board, Veterans Advisory Board, and Women’s Advisory Board.

Position Description

The Community Investments and Performance Team provides leadership and oversight for contract development, certification, management, and compliance.

Responsibilities include:

  • Leadership and Staff Development – Provide overall leadership and supervision for the Community Contracts and Compliance Team, including direction, training, mentoring, and coaching for five team leads and up to 25 staff.
  • Contract Development, Management, and Compliance – Oversee the end‑to‑end contract management process, ensuring contracts meet Division, Department, County, and State requirements. Manage timelines, review documents, approve waivers and MOAs, troubleshoot issues, and lead annual contractor risk assessments and monitoring plans.
  • Strategic Planning and Continuous Improvement – Plan, develop, and implement quality improvement projects using LEAN methods to streamline contracts and monitoring processes. Research and recommend new strategies and policies to strengthen procurement practices and increase provider participation, especially from rural and unincorporated communities.
  • Collaboration and Stakeholder Engagement – Collaborate with internal and external stakeholders, participating in outreach events, delivering presentations and workshops, and supporting business negotiations.
  • Policy Development, Risk Management, and Compliance Support – Provide expert advice on contracting regulations, cost factors, and emerging trends. Develop interim policies, administrative guidance, and procedures. Analyze legislation and contribute to disaster response and continuity of operations planning.
  • Data Analysis, Reporting, and Performance Measurement – Collect and analyze data related to contract performance, develop monitoring reports, and present findings to leadership and stakeholders.

The Senior Manager directs the division’s non‑veteran contracted investments, including management of Requests for Proposals (RFPs) and the administration of resulting contracts. They serve as a strategic advisor to the Chief of Community Investments and Provider Supports and help resolve issues affecting contract certification and policy development.
