The Role:Senior Regional Manager – Affordable
This is a true senior leadership role overseeing a portfolio of affordable and mixed-income communities with layered financing.
You will have real authority over site teams, direct influence over compliance outcomes, and a seat at the table with executive leadership. You are not just “keeping properties afloat” — you are setting the standard for how affordable housing is run.
Core Responsibilities Portfolio & People Leadership- Lead, coach, and hold accountable Property Managers and site teams across a regional affordable portfolio
- Build strong bench strength and reduce burnout through clarity, structure, and support
- Partner closely with maintenance, compliance, accounting, and centralized operations
- Own compliance performance across LIHTC (9% & 4%), HUD, HOME, and layered subsidy programs
- Ensure clean, audit‑ready files and consistent application of income limits, student rules, and set‑asides
- Anticipate compliance risk and resolve issues before agencies or investors do
- Act as a senior point of escalation for complex compliance questions
- Drive occupancy, collections, delinquency reduction, and unit turns
- Review budgets, forecasts, and variances with real operational insight
- Balance compliance rigor with practical, resident‑focused operations
- Represent Arboreal with owners, asset managers, lenders, and housing agencies
- Translate complexity into confidence — internally and externally
- Help refine SOPs, training, and standards as the platform grows
- Support acquisitions, lease‑ups, and transitions of affordable assets
This role is for someone who:
- Has deep LIHTC and HUD experience and is confident making judgment calls
- Wants structure, support, and seriousness — not heroics
- Is comfortable leading strong Property Managers and holding the line on standards
- Believes affordable housing should be run with the same rigor as market‑rate (or better)
- 7+ years in multifamily property management with substantial affordable housing focus
- Direct LIHTC compliance experience (required)
- Strong working knowledge of HUD programs and layered financing
- Multi‑property or regional leadership experience
- Proven success with audits, agency reviews, and operational turnarounds
- COS / HCCP certifications
- Experience in WA, OR, or similarly regulated states
- Background in growing or institutional platforms
- A senior seat in a company that actually invests in affordable housing operations
- Real leverage: systems, staff, and leadership support
