Environmental Justice Program Manager
• Port of Seattle

As the Environmental Justice Program Manager, you will lead the development and implementation of a consistent, coordinated equity approach across Port-wide initiatives that affect near-Port communities—particularly those disproportionately impacted by health and economic disparities. You will design a strategic framework to help the Port prioritize and invest in issues with the most significant effect on these communities.

In this role, you will also oversee the application of the framework across cross‑functional teams, working collaboratively with government agencies, community organizations, environmental advocates, and business partners.

Responsibilities
  • Lead, plan, coordinate, and oversee the development and implementation of Port of Seattle’s Environmental Justice programs and policies, ensuring alignment and collaboration across Port departments.
  • Work closely with Executive Leadership in External Relations, Environmental Sustainability, and the Office of Equity, Diversity, and Inclusion (OEDI) to shape and enhance organizational policies, procedures, programs, and activities related to environmental justice.
  • Provide strategic policy guidance on current and emerging environmental justice issues, while facilitating timely and effective communication across Port programs to address community concerns.
  • Serve as a strategic advisor to OEDI and other executive leaders on environmental justice-related policies, practices, and decision-making.
  • Establish visible and accessible channels for community engagement, fostering transparency and accountability by using public forums to gather input on decisions that directly impact stakeholders.
  • Develop, implement, and manage a Port-wide environmental justice framework – defining investment priorities, criteria, and cross‑functional team structures to address key issues and track progress.
  • Convene community leaders and stakeholders to support coordinated, collaborative, and equity‑driven solutions, ensuring community voice remains central to environmental justice initiatives.
Qualifications
  • Experienced – five (5) years of experience managing government, community, or educational programs related to environmental justice and/or equity, diversity and inclusion.
  • Committed to equity – apply equity and exemplify shared values, behaviors, and practices; at the Port of Seattle, equity is a daily responsibility.
  • Subject‑matter expert – strong understanding of environmental justice and equity, particularly how they shape community engagement and outcomes; familiar with community‑government relationships, collaborative frameworks, King County’s regional context, and Port‑related regulations (e.g., FAA, EPA, DOT).
  • Skilled communicator – effectively influence others to foster shared understanding, build trust, and gain support for programs and ideas. Communicates with clarity and empathy, navigating uncertainty, listening deeply, and bridging diverse perspectives with a human‑centered approach.
  • Organized & agile – design and manage processes with attention to detail; ensure successful program coordination and implementation; prioritize effectively, meet deadlines, and manage multiple tasks independently in dynamic environments.
  • Digitally proficient – skilled in Microsoft Office tools including Word, Excel, PowerPoint, SharePoint, Outlook; use these platforms to communicate, organize, and collaborate efficiently across teams and projects.
Work & Environment
  • Work schedule:

    Monday–Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends, holidays, and during emergencies.
  • Work environment: hybrid/in‑office setting at Management’s discretion.
