TheOpportunity
WSDOT is currently seeking a Property & Acquisition Specialist 4 to support the Southwest Region (SWR) by managing project-related and ongoing property management needs. This position is responsible for assisting in the management of WSDOT owned property in the Southwest Region. This includes any project related property management as well as ongoing (non-project related) property management. Duties include drafting and implementing displacee and non-displacee leases, airspace and ground leases, cooperative agreements, clearing of encroachments, turnback agreements, disposal of surplus property, drafting and implementing value memos, and assisting with auctions.

Among the varied range of responsibilities held within this role, the Property Management Agent will:
- Develop surplus and leasing files for complex and non-complex property management needs; review surplus and leasing files done by others.
- Resolve complex property management issues including clearing encroachments, airspace, displacee, and ground leases, value memos, and the disposal of surplus right of way.
- Recommend actions to the Real Estate Services Manager (RESM) on leasing and disposal functions based on real estate processes, procedures, and law.
- Review and advise Region and Headquarter (HQ) staff on the property management documents (deeds, leases, etc.) necessary to complete transactions.
- Conduct project inspections of surplus property acquired.
- Create and maintain electronic files for all property acquired.
To be considered for this opportunity, the following competencies are required
:
- Demonstrates knowledge of the management of surplus and leased properties, ensuring compliance with applicable laws, policies, and procedures.
- Ability to resolve complex issues such as encroachments, lease disputes, and property disposals.
- Experience reviewing and approving transactional documents for accuracy and legal sufficiency.
- Ability to advise leadership on leasing strategies, surplus decisions, and corrective actions.
- Proficient in conducting property audits and provides guidance on property management issues.
- Experience performing property management activities to ensure legal and procedural compliance.
- Ability to maintain accurate electronic records for acquired properties and project-related assets.
- Ability to coordinate demolition, environmental remediation, and property transfers with external and internal partners.
- Demonstrated experience drafting and reviewing deeds and agreements to support project completion and jurisdictional transfers.
- Shows knowledge of federal, state, and local property laws and property management regulations.
- Ability to ensure compliance with policies and legal standards in all property management functions.
