Position Description

The Human Trafficking Case Manager provides direct support, advocacy, crisis intervention, and case management for individuals impacted by sex and labor trafficking. This position works closely with survivors to ensure their immediate safety, facilitate access to needed services, and provide ongoing emotional support throughout recovery and legal processes. The Case Manager also collaborates with law enforcement, legal advocates, healthcare providers, and community partners to ensure a coordinated and trauma‑informed response.

Conditions
  • 4/10 schedule – with Mondays or Fridays off, 12:00 PM – 10:00 PM, with start times that may need to be flexed based on victim needs and may include weekends and on‑call shifts.
  • This position is part of the Seattle Police Department's (SPD) Human Trafficking investigative unit and primarily requires in‑office work at the SPD office. Additionally, field work may take place in shelters, hospitals, courtrooms, or in the community.
  • Regular exposure to sensitive, traumatic, and potentially distressing situations involving survivors of human trafficking and sexual assault.

Job Responsibilities Direct Client Support & Case Management
  • Provide comprehensive case management for survivors, including initial assessment, service planning, and follow‑up.
  • Respond to law enforcement requests for victim assistance during operations, interviews, and recoveries.
  • Conduct needs assessments to develop individualized safety plans.
  • Coordinate housing, healthcare, counseling, legal aid, education, and other support services.
  • Maintain regular contact with survivors to monitor progress, adjust plans, and address barriers.
  • At their request, accompany survivors to and/or coordinate medical, legal, and social service appointments.
  • Advocate for survivor needs with service providers and partner agencies.
Coordination & Collaboration
  • Work in partnership with law enforcement, legal advocates, and multidisciplinary teams to support survivors during investigations and court proceedings.
  • Serve as a liaison between survivors and service agencies to ensure access to shelter, healthcare, counseling, legal aid, and other supports.
  • When contact with victims is likely or expected, actively participate in operations and contribute on site where the team is coordinating victim support efforts.
  • The case manager works closely with a legal advocate to share relevant information and coordinate services. The case manager focuses on the survivor’s practical needs and overall well‑being, while the legal advocate provides accurate legal guidance and support navigating the criminal legal process. By cooperating within their distinct roles, they create a holistic support system that helps the survivor feel informed, supported, and empowered.
Documentation

& Reporting
  • Maintain confidential, accurate, and timely case records of their contact with victims/survivors in compliance with agency policy and funding requirements.
  • Support collection of report program data for grant compliance and performance measurement.
Outreach & Education
  • Provide training and presentations to community partners, service providers, and the public on human trafficking awareness, victim rights, and available resources.
  • Assist in developing educational materials for outreach and prevention initiatives.
Qualifications Required
  • Requires a baccalaureate degree in counseling, social work, one of the social sciences or a related area, and two years of experience working with victimized populations, including direct management of individual cases (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).
  • Experience in advocacy, case management, crisis response, or related victim services work. Experience working with survivors of sex trafficking, sexual assault, domestic violence, or exploitation Knowledge of trauma‑informed care principles and victim‑centered practices.
