GENERAL DESCRIPTION

Professional position related to the drainage engineering required by Highlands County involving design and implementation of all facilities relating to drainage, stormwater, and flood control, development of stormwater management programs, and inter‑local coordination of stormwater related issues and programs. Serves as the supervisor for Stormwater Department personnel and as a project manager for complex multi‑disciplined projects. Advises the Emergency Management Department regarding stormwater and flooding and may serve as a member of the Emergency Operations Center (EOC) during emergencies.

ESSENTIAL JOB FUNCTIONS
  • Evaluates areas of need related to drainage and other infrastructure. Responsible for and/or provides technical supervision of varied engineering activities such as designing, surveying, construction and testing, inspections of drainage facilities and other related duties
  • Performs design of drainage systems as well as roadways, intersections, and other public works projects in accordance with established specifications and standards. Responsible for the design and implementation of projects and operations for the correction of major stormwater problems which involve flooding of County maintained streets and roadways
  • Prepares contract specifications for public works projects. Develops and implements the County's National Pollutant Discharge Eliminations System (NPDES) program and Municipal Separate Storm Sewer System (MS4) permit
  • Coordinates and directs designers and draft persons in preparing plans. Addresses citizens’ drainage complaints. Responsible for development and planning of programs to track the status of drainage complaints
  • Prepares applications for and secures environmental and water management districts permits. Develops design standards and reviews residential, commercial, and industrial improvement plans for compliance with the County’s stormwater requirements
  • Attends meetings and conferences with regulatory agencies to discuss projects and formulate recommendations on design decisions and other related matters
  • Responsible for development and implementation of effective stormwater related codes to protect the health, safety, and welfare of the citizens
  • Responsible for directly and regularly supervising work of a relatively small number of employees (two or more). Includes assigning, directing, evaluating, and reviewing work of subordinate employees. Responsibilities include providing on‑the‑job training; evaluating job performance; recommending selection of new staff members, promotions, status changes, and discipline; and planning, scheduling, and coordinating work operations
  • Responsible for identifying and applying for sources of stormwater related funding from State and Federal agencies. Compiles information and submits grant applications and permits to various state and federal agencies. Experience with State and Federal Grants and managing local agency programs including (LAP, CIGP, TRIP, etc.)
  • Provides advice in an engineering capacity to other County Departments, (i.e. DRC, CRC, etc.)
  • Maintains liaison with other governmental agencies, i.e. FDOT, SWFWMD, FDEP, Army Corp of Engineers, etc.
  • Prepares plans, specifications, contract documentation and cost estimates on County projects. Recommends award of projects to contractors who have submitted bids
KNOWLEDGE,

SKILLS AND ABILITIES
  • Considerable knowledge of principles and practices of Civil Engineering, specifically in the areas of drainage/water resources and hydrology
  • Knowledge of water computer models (ICPR Versions 3 &
    4) and water management district regulations and procedures
  • Knowledge of electronic drawing software (AutoCAD) Ability to plan, design, coordinate and inspect public works projects
  • Knowledge of mapping software such as GIS (ESRI Arc Map) and other mapping programs
