General DescriptionTechnical position responsible for advanced GIS data maintenance, spatial analysis, cartography, and addressing support for countywide operations. Ensures accuracy and integrity of enterprise geospatial data, develops maps and GIS applications, supports departmental and public requests, and provides professional guidance on GIS best practices. The role contributes to project coordination, emergency response support, and continuous improvement of the county’s GIS program.
Essential Job Functions- Maintain, edit, and quality‑control enterprise GIS datasets, including address points, road centerlines, and infrastructure layers.
- Conduct spatial analysis, cartographic production, geocoding, and field verification to support countywide operations.
- Publish and maintain GIS services, web maps, dashboards, and applications in ArcGIS Pro and ArcGIS Online.
- Integrate data from CAD, GPS, and external sources; resolve projection, topology, and geometry issues.
- Support addressing processes including assignments, readdressing, notifications, and responding to public inquiries.
- Provide technical assistance and GIS troubleshooting for staff, departments, partner agencies, and the public.
- Coordinate with municipalities, 911, USPS, utilities, and state or federal partners on shared geospatial data.
- Support the Emergency Operations Center with situational maps, real‑time updates, and incident‑related GIS tasks.
- Document workflows, dataset updates, analyses performed, addressing actions, and project activities to ensure accuracy, traceability, and continuity.
- Maintain organized records of GIS work products, project deliverables, requests, and quality‑control efforts.
- Serve as a professional resource by offering guidance, informal mentorship, and recommendations on GIS standards and best practices.
- Follow county policies, data standards, and established procedures.
- Perform other related duties as assigned.
Skills and Abilities
- Knowledge of GIS principles, spatial analysis, cartography, topology, metadata, geodatabases, and addressing standards.
- Proficiency with ArcGIS Pro, ArcGIS Online, Field Maps, Survey
123, and related ESRI tools. - Ability to interpret maps, plats, development documents, aerial imagery, and addressing source materials.
- Skill in data editing, QA/QC, geocoding, GPS data collection, and troubleshooting projection and geometry issues.
- Strong written and verbal communication skills for technical and non‑technical audiences.
- Ability to maintain thorough documentation, organize records, and ensure data integrity.
- Ability to manage multiple projects, meet deadlines, and maintain effective working relationships.
The individual in this position must be able to remain in a stationary position for 50% of the time. Must be able to inspect and assess daily email and postal mail correspondence. Frequently operates various types of office equipment to include, but not limited to a computer and copy machine. Occasionally ascends/descends stairs. The individual in this position frequently communicates with the public, vendors and co-workers.
Must be able to exchange accurate information in these situations. Rarely moves materials and office equipment weighing up to 25 lbs. Constantly works in an indoor environment. Rarely works in inclement outdoor weather conditions. Rarely operates motor vehicle for up to (4) hours continuously or intermittently. Must be able to frequently position self to reach files and other office items located on high and low shelves or the floor.
Education and Experience
Bachelors degree in GIS, Geography, Computer Science, or a related field; and two (2) years experience in GIS data maintenance, analysis, and application support. An equivalent combination of education, training, certifications, and experience may be considered.
Licenses, Certifications, or RegistrationsMust possess and maintain a valid Florida Driver License. Participation in ongoing professional development and pursuit or maintenance of GIS professional certification (such as GISP) is encouraged and supported.
Other Job-Related RequirementsDisaster Essential. Must be able to work in the Emergency Operations Center during a hurricane.
