About the role

Balfour Beatty are currently recruiting for a Commissioning Manager to join our Substations Power Transmission & Distribution business. Our Substation Team is based in the North East of England so travel to this office will be required. However, as projects are UK wide, flexible working with regular site based travel will be considered.

You will be working on projects of circa GBP2million up to new build substations to the value of GBP
60 million. All applicants must have previous tender experience within substation commissioning.

Role Purpose
  • To aid management of the commissioning department, comprising of commissioning engineers, technicians, trainees and support, together with management and supervision of sub-contracted commissioning companies and contracts.
  • To deliver during the tendering phase of substation projects, detailed commissioning cost build up and hours to determine tendering commissioning cost. To be the Power T&D business. Include
  • Go to person for Commissioning technical help and support to design and operations.
  • To have a thorough knowledge of Transmission commissioning requirements for National Grid for all type of equipment employed.
  • Ensuring that commissioning departments are adhering to the technical commissioning requirements, provide technical advice and guidance for the substation programme scope (from Early contractor Involvement, tendering through to project handover and completion) to ensure commissioning tender budgets are adhered to.
  • Provide Guidance and advice on the current and future allocation of commissioning resources (three months ahead to a year ahead) as required in line with key programmed date requirements and with central resources profiles.
What you’ll be doing
  • Have a thorough understanding of the requirements for HV equipment testing and commissioning including detailed stage by stage commissioning requirements and all associated safety requirements and implications.
  • To be able to accurately tender total commissioning costs for all commissioning elements including external provision of commissioning services and testing.
  • Confirm the competency and authorisations of all commissioning service providers and contracted Commissioning Engineers and Commissioning Technicians.
  • Review commissioning division of responsibilities where split and ensure commissioning / testing reporting streams are maintained.
  • Provide overall programme by hours-based costing and support the technical commissioning requirements into estimates and tender schedules.
  • Review any commissioning estimates and assist with site visits and clarification of commissioning requirements as required.
  • Attend the project handover meetings as required to aid commissioning requirements and clarification with Design /Operations staff.
  • Train / assess staff knowledge and competencies (internal and external) in all areas of substation commissioning requirements from testing through to initial stage and final stage commissioning handover.
  • Assist in training new and current commissioning engineers as required and as the projects demand (including new commissioning methods, new technologies etc.) site commissioning procedures and commissioning quality requirements.
  • Ensure all site commissioning procedures are being adhered to, to the correct quality and safety standards as per the business and client requirements.
  • Arrange and provide updated commissioning information and schedules as required.
  • Ensure productivity and commissioning reporting is established into the Project Manager, with input to the associated commissioning costs and spend profile.
  • Ensure Commissioning safety, QA standards and hold points are consistent for all projects undertaking commissioning. Stress the importance of subcontractor testing/commissioning sign off process for the scope of works being undertaken (minimum signature, date and brief description of the work completed before accepting completion).
  • Attend commissioning panel meetings.
  • Develop the project Commissioning outline and detailed programme to determine the tendering costs. Check the actual project commissioning costs, % complete, progress to date planned v actual etc. and…
