Resident Engineer - Tunnel SCADA & ITS Deployment

Job Description

Parsons is looking for a Resident Engineer to join our team. In this role you will manage the construction supervision of Tunnel SCADA/ITS deployment in Sharjah and oversee daily construction operations, ensuring projects are completed on time, within budget, and meet quality and safety standards.

• Oversee the daily activities and progress of construction to ensure successful execution.
• Manage and direct project teams, including specialists, engineers, inspectors of works, and quantity surveyors.
• Ensure all construction activities are completed safely, on time, and within budget while adhering to quality standards.
• Coordinate and collaborate with contractors and other construction teams to ensure smooth project execution.
• Review and approve technical submittals, shop drawings, and other documentation.
• Manage Health & Safety and Environmental Protection standards during construction.
• Handle project-related issues, mitigate risks, and provide proactive solutions.
• Monitor and manage technical and financial proposals, evaluate constructability, and oversee technology deployment on site.
• Ensure effective communication among the project team and external stakeholders.
• Coordinate with client/PMC, contractor, and relevant authorities.

• Bachelor’s Degree in Civil Engineering or related field from an accredited university.
• Minimum of 15 years post‑graduate experience
  , with at least 7 years in a managerial or technical lead role in large‑scale infrastructure projects in UAE
  .
• More than 15 years of global and GCC experience in tunnel projects including SCADA, MEP and civil.
• Demonstrated experience in handling technical and financial proposals, evaluating constructability, technology deployment, and solving technical challenges during construction.
• Experience managing Health & Safety and Environmental Protection aspects of deep underground structures and similar large‑scale projects.
• Proven experience in managing Design & Build projects.
• Ability to coordinate and communicate effectively with other construction projects in the vicinity and consult with statutory bodies for obtaining consents and licenses.
• Fluent in English, both written and spoken, with excellent technical writing skills and the ability to communicate effectively in both oral and written forms;
  Arabic is an advantage.
• Strong leadership skills to manage and motivate a team of engineers and technical staff.
• Proactive problem‑solving ability and capacity to manage work across multiple areas on site.
• Proficiency in relevant software tools for project management and construction tasks.

• Strong understanding of project risk management, with the ability to proactively identify and mitigate risks.
• Knowledge of local regulations (Sharjah / UAE) and the ability to navigate permitting processes.
• Ability to lead and manage multidisciplinary teams and coordinate work across different project phases.
• Experience working on fast‑track projects and managing complex, high‑pressure timelines.
• Ability to adapt quickly to changing project requirements and provide innovative solutions in a timely manner.
