Construction Manager/ Foreman, Regulatory Compliance Specialist
We are looking for an experienced Manpower Lead to manage workforce planning mobilization deployment attendance and manpower operations across construction and Facilities Management FM projects in the UAE. The ideal candidate should have 10 years of relevant UAE experience preferably with leading construction contracting and FM companies with proven experience managing large work forces across building infrastructure MEP and FM projects as well as labour camps timekeeping and site manpower requirements.
Key Responsibilities- Develop and manage manpower plans based on project requirements construction FM schedules workforce productivity targets and operational requirements
- Lead and coordinate Camp Bosses and Timekeepers across construction sites FM projects and labor accommodations
- Monitor and control workforce attendance daily manpower deployment absenteeism overtime productivity and utilization
- Ensure accurate and timely preparation of daily manpower reports timesheets and workforce deployment reports
- Supervise Timekeepers to ensure accurate recording of attendance working hours overtime and manpower allocation
- Supervise Camp Bosses and ensure proper management of worker accommodation camp discipline welfare housekeeping and related requirements
- Coordinate manpower mobilization allocation transfer and demobilization across building infrastructure MEP and FM projects
- Work closely with Project Managers FM Managers Operations Managers Construction Managers HR Recruitment and Site Management to ensure timely manpower deployment
- Manage relationships with manpower suppliers labor subcontractors and recruitment agencies
- Forecast manpower requirements for both project-based construction activities and ongoing FM operations
- Monitor workforce utilization and productivity across projects and recommend corrective actions where required
- Maintain accurate manpower databases attendance records camp records deployment records and workforce reports
- Ensure workers are properly allocated to projects departments job categories and cost codes
- Monitor accommodation and transportation requirements and coordinate with relevant departments to resolve workforce-related issues
- Support manpower requirements for FM operations including technical and non-technical staff based on contractual and operational requirements
- Ensure compliance with UAE Labor Law company policies and workforce documentation requirements
- Prepare regular manpower attendance accommodation workforce productivity and utilization reports for management
- Support project and FM teams in achieving manpower targets while maintaining workforce efficiency and cost control
- Address manpower-related issues and coordinate with relevant departments to resolve them promptly
- Bachelor's degree in Human Resources, Business Administration, or related field

- Practical experience in attendance, timesheets, overtime, manpower reporting, and workforce productivity.
- Experience dealing with labor suppliers, manpower subcontractors, and recruitment agencies.
- Good understanding of UAE labor regulations and workforce compliance.
- Strong leadership, communication, coordination, and problem-solving skills.
- Proficiency in MS Office and manpower/HR systems.
- Ability to work under pressure and manage manpower requirements across multiple construction and FM projects simultaneously.
Candidates with experience in large-scale construction contracting and FM companies, managing building, infrastructure, MEP, and FM projects, as well as large labor camps, Camp Bosses, Timekeepers, and significant work forces, will be highly preferred.
