Develop implement and maintain the comprehensive Project HSE Plan in accordance with UAE Federal Laws Local Municipalities and ISO
Risk Assessment HIRALead Hazard Identification and Risk Assessments HIRA and approve Activity Hazard Analyses AHA and method statements for all site activities
Permit to Work PTW GovernanceOversee and audit the site-wide Permit to Work PTW system for high-risk operations hot works confined space lifting deep excavation
Incident InvestigationDirect root-cause investigations for all near-misses dangerous occurrences and incidents formulate corrective actions and statutory reports
Statutory Authority LiaisonServe as the certified liaison with UAE Civil Defence Ministry of Human Resources and Emiratisation MOHRE Municipalities and OSHAD entities
HSE Training CultureDirect project-wide safety induction programs specialized HSE training sessions emergency mock drills and behavioral safety campaigns
Environmental Control GovernanceEnforce environmental compliance covering construction waste management hazardous chemical storage noise control and dust suppression
Safety Auditing ReportingConduct structured project safety audits and publish monthly executive HSE dashboards detailing LTIR Near Misses and safety trends
Essential Qualifications- Bachelor’s Degree in Engineering or Occupational Health & Safety; NEBOSH International Diploma in Occupational Health & Safety; 12+ years experience.
- Certified OSHAD Practitioner;
Lead Auditor ISO 45001 / ISO 14001;
Graduate/Chartered Member of IOSH (GradIOSH/CMIOSH).
- Valid UAE Driving License.
- 12–16 years of HSE management experience with Tier-1 main contractors in UAE/GCC handling high-rise towers, gated communities, and major infrastructure.
