JOB TITLE:MANAGER – PROPOSALS
Key Responsibilities
- Responsible for preparing, monitoring and coordinating all assigned proposals from concept through presentation to the customer, ensuring the proposal meets customer requirements and clearly defines scope of work.
- Supervise and direct the proposal team, coordinate efforts, allocate and control man‑hours, and optimize proposal resources to meet all timelines.
- Prepare and review the proposal summary, including initial assessment of technical, financial, schedule or other risks, and submit it to management for the bid/no‑bid decision.
- Develop and implement overall proposal strategy based on client bid selection process, bid timing, competition, etc., to secure a competitive edge.
- Coordinate and obtain support from other departments (Engineering, Procurement, Contracts, Construction, etc.) to prepare the proposal.
- Work with the contracts department to define scope and responsibilities for bidding with JV/consortium partners, and conduct periodic meetings/teleconferences to resolve conflicts.
- Review and update the proposal preparation schedule, proactively monitor it, and take necessary actions against anticipated slippage to ensure timely completion and submission.
- Conduct review meetings with the proposal team to define scope of work, ensure client requirements are understood and incorporated, and resolve any constraints.
- Coordinate with Finance, Taxation, Sales & Marketing, Commercial/Legal departments to obtain required documents (Bank Guarantees, PCG, POA, Notarization, local registration, etc.) in the required format.
- Implement strategies for obtaining the most competitive cost levels in coordination with Procurement and Subcontracts departments.
- Optimize BOQ/MTO and develop the most competitive bid with minimal exposure to technical/execution/commercial risks; develop and review a risk register and generate mitigation plans.
- Act as focal point for pre‑ and post‑bid communication with the client, providing clarifications and incorporating client changes into the proposal deliverables.
- Conduct regular proposal review meetings and ensure close‑out of action points arising from the meetings.
- Review cost estimates and ensure all cost elements are captured; present them to management to provide clarity on cost basis for final pricing.
- Ensure high quality techno‑commercial bid submission meeting ITT requirements and proposal timelines.
- Prepare budgets, hand over proposals, and support the project manager in contract review; analyze unsuccessful bids and implement lessons learned.
- Engineering degree (preferably Chemical or Mechanical) with a minimum of 20 years’ experience in Project Management or Project Engineering Management with engineering or EPC companies in oil & gas, refining or petrochemical industries.
