Proposal Engineer, Environmental Engineer

Water Treatment | Wastewater Treatment | EPC | Oil & Gas

We are looking for an experienced Proposal Manager to lead our proposal and tendering activities for EPC projects in the water, wastewater, municipal, and oil & gas sectors.

In this role, you will manage the complete proposal process, from reviewing tender documents to submitting winning technical and commercial proposals. You will work closely with engineering, procurement, sales, project teams, and senior management to deliver high-quality bids that support business growth.

• Lead the complete proposal and tendering process for EPC projects.
• Review RFPs, RFQs, and tender documents to develop winning bid strategies.
• Prepare and review technical and commercial proposals.
• Coordinate with engineering, procurement, sales, and project teams.
• Plan proposal schedules and ensure timely submission of bids.
• Review process designs, PFDs, P&IDs, BOQs, and cost estimates.
• Support bid/no-bid decisions with technical and commercial inputs.
• Build strong relationships with clients, suppliers, and subcontractors.
• Ensure all proposals meet customer requirements and company standards.
• Participate in client meetings, presentations, and pre-award discussions.
• Conduct post-bid reviews and identify areas for improvement.
• Mentor and guide proposal engineers and support team members.

• Bachelor's or Master's Degree in Mechanical, Chemical, Environmental Engineering, or a related discipline.
• Minimum 15 years of experience in proposal engineering and tender management.
• At least 5 years of experience leading proposal teams.
• Strong experience in EPC projects for water and wastewater treatment.
• Hands-on experience with technologies such as UF, RO, SWRO, ZLD, STP, ETP, DM, M , and MB .
• Good understanding of process engineering, equipment selection, costing, and budgeting.
• Experience with Middle East standards and project requirements.
• Good knowledge of proposal software, AutoCAD, and MS Office.
• Strong communication, leadership, and stakeholder management skills.
• Experience with UAE and GCC project costing is preferred.
