Cards Technical Program Manager - Information Technology

The Cards Technical Program Manager is responsible for planning, executing, and delivering card-related technology initiatives across issuing, acquiring, and payment processing platforms. This role bridges business, technology, and external partners to ensure the successful delivery of card products and services in compliance with scheme rules, security standards, and regulatory requirements.

• Lead end-to-end delivery of cards technology projects (credit, debit, prepaid, virtual cards).
• Manage scope, timeline, risks, and dependencies across multiple stakeholders.
• Ensure projects are delivered on time, within scope, and meet quality standards.

• Manage initiatives related to:
  Card issuing and/or acquiring platforms
• Authorization, clearing, and settlement
• Work closely with Business to translate requirements into technical solutions.
• Coordinate integrations with processors, card schemes (Visa, Mastercard, Jaywan), and third-party vendors.
• Act as the primary point of contact for cards initiatives between business teams, compliance, risk and external partners.
• Manage relationships with card processors, scheme representatives, and technology vendors.
• Facilitate governance forums, steering committees, and status reporting.

• 10+ years of project management experience in cards, payments, or financial services.
• Proven experience managing technology-driven projects.
• Hands‑on experience with card platforms, processors, or payment gateways.
• Strong understanding of card payment flows (authorization, clearing, settlement).
• Knowledge of Visa/Mastercard rules and mandates.
• Familiarity with APIs, integrations, and cloud‑based platforms.
• Understanding of PCI‑DSS and payment security standards.
• Good understanding of protocols and procedures to be compliant with UAE regulations and requirements.
