Compliance QA, Monitoring, Testing & Assurance Consultant - Banking - Contract - Immediate star

About the Role

Our client, a leading global management consultancy, is supporting a major UAE bank on a significant Compliance Transformation programme. As part of a complete redesign of the Compliance function, they are seeking an experienced Compliance QA, Monitoring, Testing & Assurance Consultant to lead the end-to-end transformation of the bank's Compliance Assurance function. This is a high-impact consulting assignment for a senior compliance professional with extensive experience within the UAE banking sector and a strong understanding of CBUAE regulatory expectations relating to compliance monitoring, quality assurance and independent testing.

• Lead the end-to-end redesign of the Compliance QA, Monitoring, Testing and Assurance function.
• Design and implement the target operating model for Compliance Assurance.
• Develop and enhance the Compliance Monitoring Programme, including risk-based monitoring and testing methodologies.
• Establish quality assurance standards, review processes and testing protocols across the Compliance function.
• Develop governance frameworks, reporting structures and management information (MI) to support effective oversight.
• Create and document policies, procedures, standards and operating guidelines aligned to CBUAE regulatory requirements.
• Design annual and risk-based Compliance Monitoring and Assurance Plans.
• Assess current state processes, identify control gaps and implement improvements to strengthen the second line of defence.
• Work closely with Compliance, Risk, Internal Audit and Business stakeholders to embed effective monitoring and assurance practices.
• Provide subject matter expertise throughout the wider Compliance Transformation programme.

• 10–12+ years' experience within Regulatory Compliance, Compliance Assurance, Compliance Monitoring, Quality Assurance or Compliance Testing.
• Extensive experience designing or transforming Compliance Monitoring and Assurance frameworks within the banking sector.
• Strong working knowledge of Central Bank of the UAE (CBUAE) regulatory expectations and compliance governance.
• Proven experience developing monitoring methodologies, testing frameworks, assurance programmes and quality assurance processes.
• Experience designing governance frameworks, policies, procedures and control standards.
• Strong understanding of the Three Lines of Defence model and the role of second-line Compliance Assurance.
• Previous experience leading regulatory transformation or compliance change programmes.
• Excellent stakeholder management and communication skills with the ability to engage senior leadership.
• Ability to start immediately or at short notice.
