Housing Team Leader (Performance & Quality Assurance)

Help shape how Sheffield responds to one of the biggest changes to housing legislation in a generation.

The introduction of the Renters' Rights Act represents one of the most significant changes to housing legislation in recent years. It will change the way local authorities prevent homelessness, support residents, and deliver housing services.

At Sheffield City Council, we're preparing now to ensure our Homelessness and Supported Housing service is ready.

We're looking for an experienced and motivated Housing Team Leader to join our Performance and Quality Assurance Team on a fixed-term basis to help lead this important work. This role has been created through Government New Burdens funding to support implementation of the Renters' Rights Act and will play a key role in ensuring our workforce has the knowledge, confidence and support needed to deliver high-quality, consistent services for Sheffield residents.

This is an exciting opportunity to lead work that will have a lasting impact across Homelessness and Supported Housing.

Working closely with managers, frontline teams, and Private Housing Standards, you'll help develop and embed the learning, guidance and quality standards needed to support the implementation of the Renters' Rights Act and wider service improvements. You'll ensure that colleagues have the skills, confidence and support to apply new legislation consistently, deliver excellent customer outcomes, and continuously improve the services we provide.

You will:

  • Lead a specialist team supporting learning, quality assurance and continuous improvement.
  • Develop and deliver training and guidance relating to housing legislation and operational practice.
  • Embed consistent standards and quality assurance across Homelessness and Supported Housing.
  • Coach and support managers and colleagues to develop capability and confidence.
  • Lead the analysis of data to identify trends and support the workforce to identify breaches of legislation that may lead to enforcement.
  • Use quality assurance findings, customer insight and performance information to identify opportunities for learning and service improvement.
  • Work collaboratively across Housing Advice, Rehousing and Supported Housing to ensure new ways of working are embedded successfully.
  • Support the development of a culture of continuous learning, consistency and high-quality customer service.
About you

We're looking for someone who is passionate about developing people, improving services and making a real difference for residents.

You’ll bring:

  • Experience of leading or supervising teams within housing, homelessness or a similar public service environment.
  • A strong understanding of housing and homelessness legislation and the challenges facing frontline services.
  • Experience of coaching, developing and supporting colleagues to achieve high standards.
  • The ability to interpret legislation and translate it into practical guidance, learning and consistent operational practice.
  • Experience of using quality assurance, performance information or customer insight to improve services.
  • Excellent communication and relationship-building skills, with the ability to influence and work collaboratively across teams.
  • A positive, proactive approach to change and continuous improvement.

This is far more than a temporary role.

You’ll play a central role in supporting colleagues, embedding consistent practice and helping deliver better outcomes for people at risk of homelessness.
