Are you an experienced Civil Engineer ready to take on a high-profile role in the management of critical highway infrastructure? We are seeking a Technical Officer – Structures to help lead the stewardship, maintenance, and long-term performance of a diverse portfolio of highway assets, including bridges, retaining walls, and culverts.

This is an exciting opportunity to play a leading role in the strategic delivery of highway maintenance services, driving technical excellence across one of the largest PFI infrastructure programmes in the UK and helping to oversee the maintenance of more than 600 structures.

About the Role

As Technical Officer – Structures, you will act as a lead technical specialist supporting the delivery of structures maintenance through major contracts and programmes. You will:

  • Provide expert technical advice on bridges, culverts, retaining walls, and other highway structures
  • Manage and oversee inspection, maintenance, and lifecycle planning activities
  • Lead and support a team of engineers, technicians, and inspectors
  • Act as Technical Approval Authority for new and existing structures
  • Monitor contractor performance and ensure compliance with specifications and standards
  • Review programmes, reports, and asset condition data to ensure effective delivery
  • Engage with stakeholders including contractors, developers, Network Rail, and utility companies
  • Support strategic planning, asset management, and policy development

You will play a pivotal role in ensuring services meet required standards, deliver value for money, and maintain public safety.

About You

We are looking for a motivated and experienced professional who brings:

  • A degree in Civil Engineering and membership of (or working towards) a recognised professional body (e.g. ICE or IStructE)
  • Significant experience in highway structures design, inspection, and maintenance
  • Strong knowledge of relevant standards, codes of practice, and legislation
  • Experience in asset management and lifecycle planning for structures
  • Proven ability to lead teams and manage technical staff
  • Experience reviewing inspection data and assessing structural condition
  • Excellent communication skills, with the ability to explain complex technical issues clearly
  • Experience managing contractor performance and working within major contracts (PFI experience desirable)

You will be a confident leader with strong analytical skills, capable of making sound decisions in complex situations.
