The Role and

Key Responsibilities

SCC Intelligence have a vacancy for a substantive Detective Inspector on the Dedicated Source Unit (DSU). This is a covert role.

DSU recruit and manage Covert Human Intelligence Sources (CHIS) to support the Force Intelligence Requirements in targeting divisional and serious and organised crime.

As a DSU Controller you will be expected to manage the recruitment and the ongoing welfare and security of CHIS and staff to obtain information in support of National, Force and Divisional priorities. You will also be responsible for interacting with the Division in order to understand and support their policing objectives. You will be responsible for the release of intelligence material through to direct liaison with CPS around potential PII and mitigation Issues.

A flexible approach to working hours is required although core hours of work are 0800hrs - 1600hrs, Monday to Friday. You will be required to be part of the DSU on call rota (1 in 4 weeks which is subject to change) and includes weekends and Bank Holidays.

Key Responsibilities:

  • Supervise all aspects of the day-to-day activities of the DSU ensuring that the highest levels of integrity and ethical behaviour are established and maintained at all times
  • The role involves operating in a covert environment and requires liaison with local, regional and national units and partner agencies
  • Manage staff within the DSU, providing support in achieving personal and professional objectives as needed, to enable them to meet key performance indicators of the Unit and Division
  • To ensure that all activities comply with RIPA, the ACPO Manual on the Management of CHIIS and Force Policy. Ensure that appropriate tradecraft is deployed for both DSU staff and CHIS, ensuring compliance and training and operational guidelines
  • To be personally responsible, from the outset for the release of intelligence material with the correct grading, adherence to the principles of CPIA and all relevant legislation and policy, early liaison with prosecutors in relation to potential PII issues and subsequent liaison with prosecuting authorities regarding sensitive disclosure issues
  • To Participate in strategic and tactical tasking to ensure that DSU activity is driven by divisional, force and national strategies.
  • Prepare and deliver briefings and presentations as required and represent DSU at appropriate forums
  • Monitor DSU performance management data and prepare monthly reports when required, to ensure standards are monitored and addressed
Skills & Experience

The post is open to substantive Detective Inspectors (PIP 2 qualified)

Applicants will need to be able to show knowledge and skills of the following:

  • Problem Solving.
  • People Management.
  • Strong and Intrusive Leadership.
  • Good written and oral communication.
  • CHIS Handler / controller accreditation or a willingness to attend a national course away from Sussex and successful pass.
  • Knowledge and experience within covert policing including surveillance.
  • Experience in working with and around the sensitive Intelligence Process.
  • Experience managing Covert Investigations / Developments and subsequent Public Interest Immunity (PII) issues.
  • Knowledge of RIPA, CPIA and the CHIS Codes of Practice.

You will also be expected to undertake and successfully pass enhanced vetting due to the covert nature of the role.

Tenure for this position is a minimum of 24 months.
