Service Manager - Housing Compliance

- Job Type: Full-time/Interim
- Salary: Negotiable, circa £500 per day Umbrella (Negotiable)
We are seeking a Service Manager to lead and strengthen our statutory housing compliance services across Sheffield's council housing stock. This pivotal role is responsible for ensuring the Council meets its legal and regulatory duties in key safety and quality areas, excluding fire safety. The ideal candidate will be a confident leader with a proven track record in managing compliance services within a large social landlord setting.
Day-to-day of the role:
Lead Housing Compliance Functions:
- Oversee all statutory and regulatory compliance activities for gas safety, electrical safety, asbestos management, water hygiene (including legionella), lifts, and lifting equipment, and Housing Health and Safety Rating System (HHSRS).
- Set and monitor service standards, ensuring operational teams deliver timely, effective, and compliant services.
- Identify risks and take proactive actions to mitigate them.
Manage Contracts and Programmes:
- Take responsibility for the commissioning, delivery, and monitoring of capital and revenue contracts related to Heating, Mechanical & Electrical (HME) services, complex heating systems, and compliance-related capital investment programmes.
Ensure Statutory and Regulatory Compliance:
- Maintain full compliance with gas, electric, lifts, legionella, and carbon monoxide requirements.
- Ensure all compliance documentation and evidence is complete, accurate, and audit-ready.
- Lead on service improvements required by regulatory standards.
Support the Housing Transformation Programme:
- Provide leadership during the restructuring of the Repairs Policy and Improvement Team (RPIT), ensuring compliance functions remain stable, safe, and fully operational.
Manage and Develop People:
- Provide leadership, guidance, and direction to the compliance team, supporting service delivery, professional development, and a strong compliance culture.
Required Skills & Qualifications:
- Strong experience managing compliance services for a large social landlord.
- Excellent knowledge of relevant legislation and regulatory standards.
- Proven ability to manage operational teams and complex service areas.
- Experience commissioning and managing technical and compliance-related contracts.
- Strong leadership and decision-making skills.
- Ability to interpret data and compliance evidence.
- Clear communication skills with tenants, contractors, and regulators.
- Ability to manage multiple high-risk service areas effectively.
