Performs complex professional and administrative work in assisting the City Manager in a variety of assignments relating to the planning, direction, control and evaluation of the operations of programs of assigned departments including planning, organizing, and directing the financial activities of the City. Work involves setting policies and goals under the direction of the City Manager. Departmental supervision is exercised over all personnel within the departments assigned.

Responsibilities
  • Confers and consults with and supervises assigned department directors concerning services, operations, management concerns and assignments.
  • Acts as a liaison between the City Manager’s office and assigned departments.
  • Plans, organizes, and directs the operations of the Finance Department, including disbursement and accounting of municipal funds, utility billing and collections, investments, budget preparation and tracking, purchasing, and payroll; supervises staff assigned to these functions.
  • Prepares monthly, quarterly, and annual financial reports for City Manager and City Council, and as needed for state, federal and private bond rating agencies; prepares budget amendments as necessary.
  • Manages receipt and investment of all City revenues.
  • Reviews and monitors ongoing administration of budget; monitors revenues and expenditures; monitors posting of billing and collections to the general ledger and makes corrections as needed; works with programmer to coordinate postings from utility software to general ledger software.
  • Advises the Manager and assists department heads in the preparation of the general operating and capital improvements budget; reviews budget system and financial conditions and develops methods of improvement.
  • Assists the auditors during the annual audit of City financial records; follows up on findings to improve financial systems.
  • Coordinates with human resources regarding budget of personnel needs and benefits programs.
  • Supervises purchasing function and compliance with purchasing requirements for equipment and service bids; prepares financing RFPs to obtain favorable interest rates.
  • Research and drafts policies for consideration and implementation by the Manager and the Council.
  • Develops recommendations for new and revised programs including cost-benefit analysis, impact statements and technical reports for consideration by the City Manager and City Board.
  • Coordinates and prepares any special research reports on a wide variety of functions and issues for the City.
  • Represents the City in a variety of meetings, conferences and other governmental functions at the local, state and federal level.
Qualifications

Master's degree with coursework in accounting, business administration, public administration, or related field and extensive experience in public finance or public administration including a minimum of 10 years of progressively responsible supervisory experience, or equivalent combination of education and experience. Valid driver's license in the State of North Carolina.

Comprehensive knowledge of general statutes, laws, and administrative policies governing municipal financial practices and procedures; comprehensive knowledge of the principles and practices of governmental accounting; ability to interpret Federal, State, and local policies, procedures, laws, and regulations; thorough knowledge of the principles and practices of a municipal purchasing system; thorough knowledge of the practices, methods, and laws relating to municipal bond financing;

ability to conduct long-range fiscal planning; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms, and records; ability to prepare informative financial reports; ability to plan, organize, direct, and evaluate the work of subordinate employees; ability to communicate effectively in oral and written form;

ability to establish and maintain effective working relationships with elected officials, Federal and State officials, Architects, Engineers, local agency directors, County staff, associates, and the general public.
