Position Summary

C5T is seeking a Governance Functional Analyst to support cyber governance, awareness, and reporting initiatives for the USTRANSCOM Chief Information Office (CIO). This position plays a key role in ensuring compliance with Department of Defense (DoD) and Department of War (DoW) directives, improving the organization’s cybersecurity posture, and enabling effective governance through structured processes and communication.

Location

O'Fallon, IL (Hybrid – primarily on‑site at Scott Air Force Base with limited telework availability based on mission requirements)

Key Responsibilities
  • Support the CIO Team Lead in areas of CIO governance, executive support, and IT/cyber engagements.
  • Assist in creating, implementing, and maintaining CIO processes and procedures in alignment with organizational objectives.
  • Develop and maintain strategic guidance documents, concepts, strategies, roadmaps, and Plans of Action and Milestones (POA&Ms).
  • Monitor the USTRANSCOM strategic calendar; coordinate and schedule governance meetings, working groups, and external engagements.
  • Review and assess internal and external documentation to evaluate potential impacts to TCJ6 and the command.
  • Facilitate governance boards, working groups, and related coordination activities.
  • Provide analytical support for cyber risk assessments, audits, and inspections.
  • Maintain situational awareness of emerging cyber threats, technologies, and compliance best practices.
  • Document work activities and support data calls, briefings, and governance reports as required.
  • Perform other duties as assigned.
Required Qualifications
  • Active DoD Secret Clearance or ability to obtain and maintain one.
  • Bachelor’s degree in Information Systems, Business Administration, Cybersecurity, or related field, or equivalent combination of education and experience.
  • Minimum of 3 years of experience in cyber governance, compliance, or IT policy development.
  • Strong written and verbal communication skills with experience developing policy, guidance, and technical documentation.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint).
  • Demonstrated ability to work independently and collaboratively in a fast‑paced, mission‑driven environment.
Desired Qualifications
  • Experience supporting USTRANSCOM, DISA, or other DoD cyber organizations.
  • Knowledge of Joint Information Environment (JIE), Zero Trust Architecture, and DoD CIO initiatives.
  • Familiarity with cybersecurity frameworks such as RMF, NIST SP 800-53, and DoDI 8500 series.
  • Professional certifications such as Security+, CAP, CGRC, or CISSP.
