Overview
CIVIL ENGINEER I - $78,177 - $117,265; CIVIL ENGINEER II - $84,431 - $126,648.
Under general guidance of the Capital Improvement and Development Manager, the primary role is to oversee the planning, estimating, design, and construction of the City's facilities and infrastructure improvement projects. This position is also responsible for reviewing the plans of proposed private developments within city limits. Specifically, the engineer reviews plans for public right-of-way, improvements, traffic/transportation, drainage/hydrology, sewer, water, and other public utilities, ensuring the proposed work is in conformance with city codes and professional engineering standards.
The individual must have good problem solving and people skills including the ability to listen and communicate clearly and professionally with City Staff, and members of the public.

- Development Review
- Reviews and approves private development plans related to streets, storm water, sewers, water systems, and other public utilities and infrastructure within city boundaries or service areas
- Checks plans for conformance with regulations regarding engineering, development code, right-of-way, and public works standards
- Reviews subdivision plats, easements/dedications, preliminary site plans, and final public improvement construction plans
- Evaluates the impact of proposed developments and makes recommendations for improvements
- Reviews hydrologic and hydraulic analysis
- Performs ADEQ reviews for public water, sewer line extensions and issues permits in compliance with the City’s ADEQ delegation agreement
- Coordinates with other City departments, outside engineers, and contractors to help accomplish project goals
- Manage City Improvement Projects
- Coordinates efforts with outside agencies and project stakeholders
- Performs project planning and preliminary design
- Draft project specifications, provide design for construction plans, and produce reports in compliance with city codes and standard engineering practices
- Serves as project manager/project officer for capital improvements projects
- Participates in project planning and development
- Coordinate public meetings
- Prepares engineering cost estimates, and develop project budgets
- Works with the Procurement Division on securing outsourced professional work and construction services
- Prepare, review, and provide recommendations for qualification statements, proposals, and contract bids
- Manage construction and project budgets
- Explore, apply, and coordinate grants from external sources to fund improvements
- Perform Right of Way Research
- Prepares clearances for grant projects
- Coordinate with utility companies
- General Engineering Functions
- Assists with City's floodplain program
- Perform Construction Inspector tasks, as needed
- Develop engineering standards, policies, and procedures
- Supervise daily tasks and activities of drafting, inspection, and secretarial personnel relating to the assigned projects
- Investigates and responds to individual citizen or Council requests involving public works infrastructure
- Represents the city with various governmental agencies, consultants, contractors, and the general public on engineering matters
- Reviews and prepares engineering studies as related for design and public improvements
- Principles and practices of civil engineering including but not limited to:
Geotechnical, Transportation, Wastewater, Environmental, Structural, Hydrology and Hydraulics - Principles and practices of public utility design and construction
- Principles of engineering as applied to planning, design, and construction of public works facilities and projects
- Methods, materials, and techniques employed in traffic engineering and uniform traffic control devices
- Construction materials, methods, and inspection techniques
- The design, construction, and maintenance of public facilities and infrastructure, including, but not limited to, storm water, roadway, sanitary sewer systems, sewer treatment plants, water mains, water and sewer pumping stations, and other specialty projects
