HR Program Analyst

Overview

GST is seeking a Program Analyst to support the National Oceanic & Atmospheric Administration (NOAA). The role focuses on data analysis, dashboard development, online learning systems, communications, and project management. GST approved a hybrid schedule with onsite days in an office in Silver Spring, MD.

• Engage in HR projects such as workforce development and training.
• Liaise with colleagues and NOAA offices to gather requirements and plan projects and timelines.
• Analyze data related to workforce training engagement, gaps, and new requirements for expanding or refining the training catalog.
• Create status reports, manage dashboards, and span communications, data analysis, and information visualization.

• Bachelor of Science/Arts Degree (BS/BA) in Business Administration, Communications, Public Administration, Human Resources, or Data Science.
• Good communication and data analysis skills are key to success.
• Attention to detail, good time management, and competency with Microsoft product suite, especially Excel, are required.
• Smartsheet experience is a plus.
• Understanding of government communications and planning processes is a significant plus.
• Experience developing and managing project and action trackers and visualization tools.
