About Laisar Management Group

For over a decade, Laisar has partnered with clients to craft and implement programs that bring transformative sustainability and socio-economic benefits to the communities they serve. As economic inclusion becomes increasingly vital, we’re dedicated to helping companies grasp its profound impact on their operations and the local economies they influence. Across industries, organizations rely on us to drive alignment and accountability in the supply chain, unlocking opportunities for underserved, diverse, small and local businesses.

Through our collaborative approach, we empower clients to build vibrant, resilient communities and forge a more equitable future for all.

Overview

Laisar builds and operates hiring pipelines on large construction and infrastructure programs. We connect residents to careers in the building trades by working alongside training providers, apprenticeship sponsors, community organizations, and the contractors doing the hiring. Our teams have supported major transportation and infrastructure programs across the region, including work with general contractors on projects governed by project labor agreements and local hiring commitments.

About

the Program

This position supports a major development in Washington, DC. The program is designed to connect District residents to construction employment and long-term careers in the building trades.

The Role

You are the bridge between the workforce program and the companies doing the hiring. Contractors are busy, schedule-driven, and skeptical of workforce programs that send them unqualified candidates. Your job is to change that — to understand what each subcontractor needs, when they need it, and to make sure the right District residents are in front of them at the right moment.

Construction credibility matters more here than workforce credentials.

What You Will Do
  • Serve as primary point of contact for the general contractor and all subcontractors on resident hiring
  • Build and maintain relationships with subcontractor hiring managers, superintendents, and HR staff across trades
  • Translate contractor requirements into clear candidate specifications for the sourcing team
  • Track resident applications, interviews, and placements in support of overall and company-specific local hiring requirements
  • Prepare employers to participate effectively in hiring fairs and placement forums
  • Provide feedback to training partners on candidate readiness gaps identified by employers
  • Support the rolling hiring forecast with intelligence gathered from the field
  • Troubleshoot placement issues quickly and directly with employers
What You Need
  • Five or more years in construction, construction management, trades, or contractor-facing workforce roles
  • Demonstrated credibility with construction employers — prior general contractor, subcontractor, trades, or owner-side experience strongly weighted
  • Experience with local hire, First Source, or comparable jurisdictional hiring requirements
  • Ability to work at pace and hold multiple employer relationships simultaneously
What Helps
  • Experience on projects governed by a project labor agreement
  • Existing relationships with DC-area subcontractors or building trades locals
  • Familiarity with DC First Source requirements and DOES processes
  • OSHA 10 or OSHA 30 certification
Residency Requirement

District of Columbia residency is required. This program exists to create employment for DC residents, and we hold ourselves to the same standard. Applicants must reside in the District at the time of hire and maintain DC residency throughout employment. Residents of Ward 7 and Ward 8 are strongly encouraged to apply.

Equal Opportunity

Laisar Management Group is an equal opportunity employer. We do not discriminate on the…
