Background

NOAA's National Geodetic Survey (NGS) provides the framework for all positioning activities in the Nation. The foundational elements of latitude, longitude, elevation, and shoreline information impact a wide range of important activities. NGS Coastal Mapping Program (CMP) supplies the shoreline for NOAA's nautical charts and other users using photogrammetry, which creates digital maps of the shoreline. NGS is responsible for mapping the 95,000 miles of the U.S. shoreline.

Currently the CMP has a database of over half a million aerial photographs and thousands of shoreline maps.

Position Description

ERT is seeking a candidate for our Cartographer position for assistance with compiling shoreline in stereo and shoreline review. May also assist in ongoing topographic/bathymetric LIDAR projects. The best candidate will understand NGS' strategic goals and its mandate for shoreline mapping under the CMP. This is an onsite position supporting NOAA's Silver Spring facility.

Job duties
  • Conduct QA/QC reviews of shoreline products that support RSD. QA/QC will involve, but is not limited to coverage analysis, qualitative and quantitative, format, datum, and metadata assessments.
  • Extract, clean and edit, quality control, and perform feature attribution of shoreline in stereo, using lidar-derived Digital Elevation Models and digital aerial imagery.
  • Evaluate, edit, process, and upload coastal vectors using GIS tools.
  • Perform capturing, processing, georeferencing, classification, editing, quality control, and accuracy assessment tasks in a GIS environment.
  • Perform horizontal and vertical datum transformations utilizing VDatum, Geo Cue, and ArcGIS software.
  • Generate metadata associated with digital geographic information.
  • Quality assurance and quality control of Remotely Sensed data including LIDAR derived Digital Elevation Models (DEMs). Classify and clean LIDAR point cloud data using Micro Station.
  • Write reports, documentation, and Standard Operating Procedures associated with the processing and completion of deliverables and projects.
  • Work efficiently in a production team environment, with reviewers and mapping professionals (both internally and externally), in order to ensure a high level of development and Quality Control of all RSD products.
Required Skills
  • 2-5 years of relevant experience with proficiency in ArcGIS Pro.
  • Experience in SOCET GXP, SOCET SET, and Summit Evolution DAT/EM.
  • Experience compiling in stereo desired.
  • Ability to work quickly while maintaining attention to detail.
  • Ability to work both as a team and independently.
  • Must have excellent verbal and written communication skills.
  • Must be a US Citizen or a Permanent Resident and be able to pass a Public Trust background investigation to obtain a security badge.
Education

Bachelors of Science degree in GIS, Geography, or related science.

Location

This is an on-site position supporting work in Silver Spring, MD.

Compensation

The salary range for this role is $50,000 - $125,000/year. This range is a good faith estimate based on similar roles across the organization. ERT uses several factors when extending an offer, including but not limited to, the position's scope and expected duties, a candidate’s work experience, education/training, and key skills.
