Koniag IT Systems is seeking an experienced Subject Matter Expert II (SME II) - Records Management to support our government clients. The ideal candidate is an expert in all phases of the records management lifecycle and has extensive experience in developing and implementing records management programs, policies, and procedures in compliance with federal regulations. Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Subject Matter Expert II - Records Management will be responsible for providing expert guidance and support in all aspects of records management, including conducting records inventories, developing file plans and taxonomies, drafting records control schedules, and implementing electronic recordkeeping practices. The core duties and responsibilities include:
* Conduct comprehensive records inventories and assessments to identify and classify records series across various formats, including paper, electronic, email, social media, and cloud storage.
* Develop and maintain file plans (taxonomies) and records control schedules in accordance with federal regulations and agency-specific requirements.
* Provide expert guidance and training on records management best practices, policies, and procedures to ensure compliance with federal regulations and agency-specific requirements.
* Implement and oversee electronic recordkeeping practices, including email management, digital imaging, cloud storage, and social media records management.
* Collaborate with stakeholders across the organization to ensure effective records management practices are integrated into business processes and systems.
* Conduct research and analysis to identify and recommend solutions for records management challenges and issues.
* Develop and deliver training programs and materials to educate and raise awareness about records management practices and responsibilities. Requirements:
Education:
* Master's degree or higher in Records Information Management or a related field, with a minimum of five (5) years of professional records management experience. OR
* Bachelor's degree in Records Information Management or a related field, with a minimum of ten (10) years of professional records management experience. Work Experience, Knowledge, Skills & Abilities:
* Professional certification in records management is preferred and will be considered a strength.
* Extensive knowledge and expertise in all phases of the records management lifecycle, including inventory, classification, retention, disposition, and preservation.
* Detailed understanding of federal records management regulations, guidelines, and best practices, including the Federal Records Act, NARA regulations, and agency-specific policies.
* Proficiency in developing and implementing records management policies, procedures, and control schedules.
* Experience conducting records inventories and developing file plans (taxonomies) for various record formats, including paper, electronic, email, social media, and cloud storage.
* Knowledge of electronic recordkeeping practices, including email management, digital imaging, cloud storage, and social media records management.
* Strong analytical, problem-solving, and decision-making skills.
* Excellent communication and interpersonal skills, with the ability to effectively communicate complex information to technical and non-technical audiences.
* Ability to obtain and maintain a Public Trust Clearance.
* Experience working in a federal government or government contractor environment.
* Knowledge of project management methodologies and principles.
* Familiarity with records management software and tools.
* Ability to lead and mentor records management teams.
