Position: Computer Security Systems Specialist (ITS14) Custom Computer Programming Services

Computer Security Systems Specialist – Engagement Team Member

Engagement context: This position supports FDA/ CFSAN IT Lifecycle Development and Management services under the Single Award BPA, providing IT programming, system lifecycle, and security-related tasks as part of Pro Sidian’s FDA engagement team.

Responsibilities
  • Task 1:
    Project Management – establish control, monitoring, and notification mechanisms for task orders; use FDA templates where provided, or draft templates for approval if none exist.
  • Task 2: O&M and DME Architecture Support – provide end-to-end architectural support to enable IT capabilities for CFSAN business processes; seek tools/technologies that satisfy evolving needs.
  • Task 3:
    Development, Modernization, and Major Enhancement – support full SDLC for IT systems and tools; include requirements elicitation, analysis, design, coding, testing, deployment, and documentation; develop interfaces, templates, scripts, workflows, and analytics/tools access for reviewers.
  • Task 4:
    Systems Integration and Engineering – support integration of information systems with a Service Oriented Architecture and re-use of existing components.
  • Task 5:
    Data Migration and Management – provide data architecture and lifecycle management support for data policies and procedures.
  • Task 6:
    Operations and Maintenance (O&M) and Support – maintain reliability, security, and availability of CFSAN IT portfolio; perform impact analysis of upgrades and changes; provide day-to-day operations and help desk support.
  • Task 7:
    System and Data Disposition – identify and implement retirement/consolidation of systems and data per lifecycle disposition.
  • Task 8:
    Training Support – develop training plans and materials; conduct training sessions for stakeholders; obtain COR approval for plans/materials.
  • Task 9:
    Transition Activities – manage transition-in and transition-out to ensure smooth handover of knowledge, data, and artifacts between contractors.
Team Requirements and Methodology

Enterprise Performance Lifecycle (EPLC) Agile Methodology is used by FDA; projects follow HHS EPLC framework for planning, management, and oversight of IT projects across the lifecycle.

Experience and Qualifications

Qualifications:

Experience designing, developing, implementing, and evaluating IT/security programs in government contexts; familiarity with obtaining Authorizations to Operate (ATO) for CFSAN/FDA environments; knowledge of FedRAMP requirements for cloud environments; ability to assess risk and ensure data standards and controls; contribute to security documentation (e.g., contingency and disaster recovery plans); provide data recovery and backup recommendations.
