The Property Manager performs overall community operations under the daily direction of the Regional Director or Vice President, ensuring a positive, welcoming environment for residents, visitors, and staff. The role may include additional duties as assigned by management.

Job Description

JOB TITLE – Property Manager

Duties & Responsibilities
  • Assist in the training of all property staff.
  • Create a positive, welcoming, supportive environment for residents, visitors, and community staff.
  • Maintain a neat and clean office condition.
  • Evaluate staff performance, including completing annual performance reviews.
  • Provide critical feedback to underperforming staff and counsel for improvement.
  • Prepare, approve, and submit timesheets and payroll adjustments.
  • Assist the Regional Director in community staff selection and conduct preliminary interviews.
  • Possess a working knowledge of all affordable regulatory forms and documents.
  • Submit accurate and complete reports as specified on Residential One’s timetable.
  • Maintain building security measures and document incidents within 24 hours.
  • Conduct in‑house file audits semi‑annually.
  • Maintain daily filing system for applicant/resident, accounting, vendor, and contract files.
  • Ensure all community staff complete mandatory trainings.
  • Operate efficiently using Boston Post software and paperless workflow.
  • Prepare Reserve Funds Replacements (RFR).
  • Perform other duties as assigned.
Occupancy
  • Supervise leasing activities and set goals to maintain 100% occupancy.
  • Execute marketing and advertising campaigns in line with the Fair Housing Marketing Plan.
  • Notify residents in writing of issues affecting tenancy.
  • Maintain vacancy information as required by Residential One and stakeholders.
  • Ensure timely completion of move‑in certifications and re‑certifications.
  • Assist in maintaining a current and accurate waitlist.
  • Complete certification corrections within 48‑72 hours of notification.
  • Oversee re‑certification processes and assist with 60/90/120‑day notices.
  • Manage increase letters, search and review applications, and calculate income and assets.
  • Prepare and pre‑audit the first‑year investor lease‑up files.
  • Supervise lease orientations, signings, and submit documentation to U.S. Housing.
  • Stay current on applicable affordable housing rules.
  • Oversee property tours, show vacant units, and market amenities.
  • Conduct move‑in/move‑out inspections and complete processes within 24 hours.
  • Complete semi‑annual apartment/townhome and quarterly exterior/interior inspections.
  • Ensure correct rent, income limits, and set‑asides.
  • Prepare for all inspections and audits.
  • Maintain compliance with marketing and leasing policies.
  • File court documents for eviction and attend hearings.
  • Submit accurate affordable year‑end and quarterly reports.
  • Assist in annual file purging if applicable.
Finances
  • Achieve financial stability through cost reduction and systems to maintain 0% delinquency.
  • File delinquent rent monthly and follow up collections or evictions.
  • Handle security deposit administration, including inspections, disposition letters, and returns within 21 days.
  • Make daily rent deposits to the bank and maintain accurate records.
  • Ensure Boston Post batches match bank scans or deposits.
  • Follow rental policy for rent collection and delinquencies.
  • Prepare the annual operating budget and explain monthly variances.
  • Maintain familiarity with AP and AR procedures.
Maintenance
  • Oversee operations and purchases of the maintenance department.
  • Solicit and review bids for contract work.
  • Ensure contract work completion in the community.
  • Assist in budget utilization for maintenance operations.
  • Enforce purchase order and invoice processes.
  • Monitor inventory control systems.
  • Ensure preventative maintenance schedule completion.
  • Oversee daily property inspection and curb appeal clean‑up.
  • Ensure timely completion of work orders.
  • Perform other duties as assigned.
Qualifications
  • High school diploma/GED required (Bachelor’s degree preferred).
  • 3+ years’ experience in residential leasing or property management.
  • 2+ years’ experience with LIHTC/Section 8 property management.
