HJF is seeking a Deputy Program Manager to oversee a collection of related/integrated projects that together support a long‑term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives. Typically oversees moderate to highly complex scope of work.
This position will be in support of the Traumatic Brain Injury Center of Excellence (TBICoE) in Silver Spring, MD. The TBICoE is a branch of the Research Support Division in the Research and Engineering Directorate (R&E) of the Defense Health Agency (DHA). DHA is a Federal Program within the Department of Defense (DoD). TBICoE, known previously as the Defense and Veterans Brain Injury Center (DVBIC), has been congressionally mandated since 1992 and is currently a matrixed research, dissemination, and knowledge translation program, supporting warfighter brain health and readiness by advancing the traumatic brain injury state of the science and clinical standards.
TBICoE's mission to support the warfighter is executed through subject matter experts embedded across DHA facilities with expertise in TBI clinical research investigations, surveillance, clinical tool development and training, cognitive monitoring and assessment, and dissemination of TBI tools, products, and education/training materials to DoD medical personnel, service members, including Guard, Reserve, and operational medics/corpsmen, veterans with TBI, and families/caregivers of the warfighter.
The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners.
HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.
This position is contingent upon contract award.
- Serve as main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, organizational leadership and project management teams). Establish and maintain effective working relationships on matters of mutual interest. Track and report on progress and outcomes.
- Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate.
- Supervise, advise and guide Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.

Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities. Supervises and oversees their contract staff for administrative and personnel actions.
- Bachelor's degree required;
Master's degree preferred in a health, business management or administrative related field required. Ten years of experience managing a similar requirement as that outlined in this contract may be accepted in lieu of educational minimums. - Minimum of 8 years of experience working with government agencies, contracting and program management required.
Skills and Abilities
- Knowledge of large federal program management and federal budget process required.
- Ability to use sound judgment in problem solving and excellent interpersonal and communications skills required.
- Ability to coordinate multiple sites and complex issues at any given time required.
- Must adhere to legal, professional and ethical codes with respect to confidentiality and privacy.
- Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
- Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
- Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
- Prior experiences in the life sciences strongly preferred.
- US Citizenship and the ability to obtain and maintain a T3/Secret Clearance, including background check and drug screening.
