Overview

The primary purpose of this position is to direct the Journeyman Lineman (and Apprentice, if any) and manage all contractors regarding all work related to inspecting, evaluating, repairing, installing, and maintaining all classes of overhead and underground power transmission & distribution lines and substations. This position is responsible to collaborate with other department employees to ensure safe and coordinated operation of the utility system.

Under the direct supervision of the Transmission and Distribution (T&D) Manager, employee works independently on assigned duties and responsibilities. The General Foreman directs and oversees the work of all Electric Department employees who are responsible for the transmission & distribution lines and substations.

Responsibilities
  • Supervises and schedules the work of the line crew and warehouseman
  • Trains, assigns, prioritizes, supervises, motivates and evaluates the work of assigned employees
  • Establishes, provides, and administers safety and training programs for the line crews
  • Conducts Pole Top and Bucket Truck Rescue training, testing, and certification annually thereafter per OSHA §
  • Schedules and supervises the work of contractors working on a capital project and contractors working on an emergency call-out
  • Reviews and approves contractor daily and weekly job reports and invoices
  • Responds to power outages to safely secure the work area(s) and schedules and supervises on-call contractors performing emergency repairs
  • Supervises or coordinates switching procedures during power outages and emergencies
  • Processes requests for electric service installations, plans the work required to extend the electric system to serve new customers, obtains the necessary easements and permits, prepares cost estimates, orders materials, schedules the work and follow-up to ensure the work is done on time and on budget
  • Receives and investigates trouble calls, assigns the work, and provides follow-up to ensure the affected customers are kept informed and that the reported trouble is resolved
  • Inspects transmission and distribution equipment including warehousing for proper operation, maintenance and repair
  • Inspects and assigns maintenance on transmission and distribution facilities and equipment
  • Schedules the electrical transmission and distribution equipment for maintenance
  • Supervises the inventory of electric materials as needed by the electric system, initiates purchase of materials, issues materials and conducts an annual inventory to account for the electric materials
  • Requisition s supplies and materials, maintaining accurate cost data
  • Supervises the preparation of routine reports and records on operations and maintenance including Federal and State reports and those of other governing bodies
  • Manages electrical construction contractors within scope, schedule and budget, through final completion and acceptance of work
  • Assists with all technical and financial aspects of mid- and long-range strategic planning for the department
  • Assist T&D Manager with annual budget planning and monitoring yearly expenditures for the line crew and warehouse
  • Works with the tools as a Line Worker as a member of the line crew on an as needed basis
  • Performs other duties as assigned
Knowledge,

Skills and Abilities

Knowledge of: Principles, practices, methods, equipment and tools used in electric transmission and distribution systems and substations; occupational hazards and safety precautions for electric distribution and transmission operation and maintenance; CBS’s electrical system, facilities, and geography of the service area; electrical theory; switching procedures during power outages or emergencies; state and federal laws and regulations pertaining to electric power transmission and distribution;

basic First Aid and CPR.

Skills in: Operating a personal computer using standard Microsoft software applications such as Excel, Word, Outlook, and any other customized software; multi-tasking with strong attention to detail.
