What you’ll be doing:

The Parking Service plays a vital role in reducing congestion, improving road safety, and ensuring the efficient movement of traffic throughout the Borough. A key function of the service is the enforcement of parking and moving traffic regulations through the issuing of Penalty Charge Notices (PCNs).

As a Parking Appeals Officer, you will be responsible for investigating, assessing, and responding to representations and appeals submitted against Penalty Charge Notices. You will carefully consider each case by reviewing relevant legislation, statutory guidance, council policies, procedures, and the evidence available to make fair, consistent, and legally compliant decisions.

The role also involves preparing and reviewing cases referred to the independent Traffic Penalty Tribunal, including producing detailed evidence packs and, where required, representing the Council at adjudication hearings.

In addition to appeals work, you will provide administrative support to the Parking Service. Duties may include processing invoices and payments, maintaining accurate records and spreadsheets, responding to telephone and email enquiries, investigating complaints, and providing advice to members of the public, colleagues, and other stakeholders on parking enforcement matters.

We are looking for a well-organised individual with excellent written and verbal communication skills, strong attention to detail, and the ability to interpret legislation and apply policies consistently. You should be able to manage a varied workload, meet deadlines, make reasoned decisions, and remain professional when dealing with challenging enquiries. Experience in parking enforcement, appeals processing, or a similar regulatory or customer-focused environment would be advantageous, along with good IT skills and proficiency in Microsoft Office applications, particularly Outlook, Word, and Excel.

Annual increments, where applicable, are usually payable on 1 April, subject to six months’ service and satisfactory performance, until the maximum spinal column point is reached.
