Vehicle Tax Specialist

An employee in this class performs a variety of technical functions for the Collections section of the Tax Administration Department. Work involves a specialized function in and supports the assessment of registered motor vehicle tax and the collection of taxes. Works with state agencies on valuation and taxation of all registered motor vehicles within the county. Operation of a telephone system, technical knowledge of computer systems and accuracy of the work are primary prerequisites for this level of work.

Independent judgment and initiative must be exercised within the limits of prescribed practices and processes. Experience in working with a variety of tax processes and systems is required. Reports to and work is coordinated by the Collections Manager and is evaluated through observation, records, reports and periodic post audits.

• Provides public assistance in areas of registered motor vehicle valuations, over payments and refunds
• Processes the monthly Registered Motor Vehicle (RMV) file for NC Department of Motor Vehicles by uploading monthly files and resolving exceptions within the required timeline
• Maintains tax rates in Vehicle Tax System for all taxing districts for which the Johnston County Tax Administration Department has responsibility
• Processes RMV registrations received from other counties and corrects applicable tax jurisdictions and rates
• Processes RMV applications for exemption (military, disabled veteran, non-profit, governmental)
• Prepares a variety of reports on taxes, refunds, releases and others as assigned
• Processes motor vehicle records received and prepares related bills
• Assists license plate agencies and works to resolve situsing/billing issues
• Processes applications for and values antique and vintage vehicles based on set industry standards
• Works with NC Department of Revenue on complex situs and valuation issues
• Reviews RMV valuation appeals and personally examines vehicles to determine value
• Assists customers with determining ad valorem taxes due and accepts in-person payment of taxes
• Performs related duties as assigned

• Working knowledge of the laws, policies, procedures, records, and forms used in listing, valuation, and assessing property and collection of property taxes

• Able to understand and use computer systems and standard office equipment
• Able to operate a multi-line telephone system
• Able to maintain accurate records and reports
• Able to communicate tactfully and courteously in written and verbal forms, on the telephone and in person
• Able to maintain confidential and sensitive documents
• Able to maintain effective working relationships with the public, employees and other departments

• Able to perform life operational support functions of stooping, reaching, walking, fingering, talking, hearing, and repetitive motions
• Able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects
• Possess the visual acuity to prepare and analyze data figures and comprehend extensive reading

• Graduation from high school with experience in working with a variety of tax processes and procedures; or an equivalent combination of education and experience.
