The Public Works Solid Waste Division is seeking a SCADA & Database Systems Administrator to join our dedicated team. This is a unique opportunity to combine your expertise in Supervisory Control and Data Acquisition (SCADA) systems with strong database administration skills to support critical infrastructure and environmental compliance.

You’ll Do
  • Manage and maintain SCADA systems to ensure accurate, real-time monitoring and control of Solid Waste operations.
  • Administer and optimize databases for regulatory reporting, operational analytics, and cloud-based applications.
  • Develop and maintain custom web applications and dashboards to improve data accessibility and decision-making.
  • Collaborate with engineers, operators, and IT professionals to ensure system reliability and compliance with environmental standards.
What We’re Looking For
  • Proven experience with SCADA platforms such as Rockwell Factory Talk View Studio and Historian.
  • Knowledge of PLC systems (Micro Logix/Control Logix).
  • Strong skills in SQL Server administration, SSRS reporting, database optimization, and technical documentation.
  • Familiarity with Win-911, asp.net, and C# programming.
  • A collaborative mindset and ability to communicate technical concepts to non-technical stakeholders both verbally and in the development of SOPs.

Selection Process

Essential Duties
  • Manage, support, and maintain PLC, HMI, and SCADA services across the Solid Waste Division, including troubleshooting and system modifications.
  • Install, maintain, and troubleshoot PLC and SCADA software to ensure safe, efficient operation.
  • Program, maintain, and troubleshoot databases and related applications; develop web-based applications, administer SQL Server, and utilize reporting tools.
  • Document technology systems, procedures, and applications, including code documentation and SOPs.
  • Support physical and virtual servers that host SCADA and automation components.
  • Serve as systems liaison with Environmental Services, accounting staff, IT, and data processing consultants; control system security and develop change requests.
  • Provide primary technology support for Solid Waste operations.
  • Calibrate and document process instrumentation.
  • Participate in design and review of electrical and electronic systems, ensuring compliance with specifications.
  • Troubleshoot hardware, software, and peripheral components with electricians.
  • Procure equipment, materials, and parts; conduct technical research and prepare purchase requests.
  • Generate reports to support ESS activities.
  • Support all hardware, software, and peripheral of the Solid Waste scale automation and auto-processing system.
  • Other Duties

  • Special Requirements
    • Valid Washington State Driver’s License.
    • First Aid/CPR Card within 6 months of employment.
    • Forty‑hour HAZWOPER certification within 6 months, maintained throughout employment.
    • Confined space entry certification within 6 months, maintained throughout employment.
    Knowledge
    • Industry standards and best practices for SCADA and automation processes.
    • Microsoft SQL Server administration and relational database concepts.
    • Client‑server concepts.
    • Programming languages and cloud development platforms/frameworks.
    • Data historian software and concepts.
    • Research and data collection techniques.
    • PLC hardware, ladder logic, HMI dashboards.
    • Alarm monitoring, communication networks, and chart recorder devices.
    • Electrical systems and electronic devices.
