Job Description: HR Generalist – Construction Local Labour Agreements
Location: Site-based in Long Ashton with monthly travel to Belfast
Fixed Term Contract: 24 months (with possibility of extension)
Summary of the Role
Our client is a recognised Sunday Times Great Place to Work 2025 and proudly holds Investors in People and the Diversity Mark. Our client believes that their employees are what makes them so different from other construction companies, and they are looking for a new HR team member to focus on the CLLA element of their project in Long Ashton.
Reporting to the HR Manager, you will be responsible for ensuring that our s106 Construction Local Labour Agreement (CLLA) related plans are comprehensively implemented, managed and monitored with a robust reporting schedule to internal and external stakeholders.
This will involve:
- Launching community engagement and recruitment projects.
- Diversity and inclusion initiatives.
- Targeting priority groups with the area such as apprenticeships, Special Educational Needs and Disabilities (SEND), Care Leavers, Women returners/Women in Construction, Young People not in education, employment or training (NEET) and re-settled populations to help us meet our CLLA commitments.
- Organising site visits for local schools, colleges and universities to encourage people to consider the Construction industry as their employment area of choice.
- Initiating and delivering a variety of opportunities that will add value to the local community in the North Somerset Council area.
- Helping to empower local individuals through skills development career guidance and mentoring.
- Organising and attending construction careers advice and guidance events.
You will not be working alone as you'll be working closely with your site-based construction team and contractors as well as HR colleagues, plus we have excellent working relationships with North Somerset Council and Weston College, so you'll be partnering with them for careers and community events, training and apprenticeships.
Key Responsibilities / Accountabilities
- Managing the implementation and delivery of the commitment to our s106 Construction Local Labour Agreement.
- Monitoring and reporting on a weekly basis to the HR Manager, Contracts Manager, and People & Culture Director, all CLLA related activities, including those of our contractors, sub-contractors, suppliers and client as required by the CLLA.
- Monitoring and reporting on a monthly basis to our client and North Somerset Council on the project's progress towards meeting our CLLA commitments.
- Further building and maintaining our excellent working relationship with external bodies such as North Somerset Council and Weston College to ensure that we are working collectively and collaboratively to meet our CLLA commitments.
- Organising and hosting events such as school, college and university site visits, presentations to relevant external and internal stakeholders, and events such as careers fairs and school/college/university visits to promote careers in the Construction Industry.
- Working closely with contractors, sub-contractors and suppliers to ensure that they are sufficiently contributing to the project's CLLA (eg provision of apprenticeships and local employment opportunities).
- Representing the company and its client at events, awards events and PR opportunities.

Person Specification
Experience
- Minimum of 2 years' experience in a similar role or strong evidence of relevant transferable skills.
- Experience in managing information.
- Working to tight deadlines.
- Collating and report writing to a high standard of quality and accuracy.
- Experience in building strong working relationships with external groups/charities.
- Desirable: Competent in the use of PAMS / HR Software System.
- Desirable: Experience in writing and managing Local Labour Agreements from a business perspective.
Education
- HR degree or equivalent.
Skills/Abilities
- Strong organisational and project management skills.
- Excellent attention to detail.
- Sound working knowledge of Microsoft packages.
- Excellent communication, interpersonal and relationship-building skills.
- Excellent report writing, data analysis and presentation skills.
- Excellent presentation skills.
- Ability to work effectively as part of a team and independently.
- Desirable: Knowledge of Web-based documents storage systems.
Other Requirements
- Eligibility to work within the UK without the need for sponsorship.
- Driving Licence.
- Flexibility to travel to Belfast on monthly basis (and occasionally to other UK/ROI cities).
