Job Responsibilities

Manages multiple capital improvement and renovation projects through all phases-planning, design, bidding, construction, and closeout-while ensuring compliance with budgets, schedules, and agency standards. Develops and monitors project scopes, budgets, and timelines for efficient, cost-effective delivery. Prepares and administers contract packages, bid solicitations, and purchase orders in accordance with state procurement requirements. Serves as the primary liaison among internal departments, consultants, and contractors, coordinating efforts to meet project goals and design intent.
Reviews consultant design documents for technical accuracy, code compliance, and adherence to agency standards. Oversees procurement, bidding, and contract administration, including review of amendments, pay applications, and change orders. Conducts facility assessments and on-site construction inspections to ensure conformance with construction documents, specifications, and the International Building Code. Maintains comprehensive project records, prepares progress reports, and communicates project status to leadership and stakeholders.
Performs other duties as assigned.
Minimum and Additional Requirements
A bachelor's degree in Construction Management, Engineering, or Architecture and five (5) years of relevant program management experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards.
May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
