Are you the One? We are looking for a Senior Accountant/Fiscal Analyst (Rural Health Transformation Fiscal Analyst) who supports the financial management and accountability of South Carolina’s Rural Health Transformation (RHT) Program. This position ensures accurate budgeting, expenditure tracking, and financial reporting across projects and subawards and works closely with the Agency’s finance division. This role is responsible for monitoring fiscal performance, maintaining compliance with state and federal regulations, and supporting data‑driven decision‑making for program sustainability.

The RHT program is a federal initiative led by CMS and focuses on promoting innovation, strategic partnerships, infrastructure development, and workforce investment to help state governments strengthen healthcare access, quality, and outcomes in rural communities. This position reports directly to the RHT Program Director within Health Programs.

Responsibilities
  • Monitors financial activities for grants, contracts, and subrecipients to ensure allowable use of funds. Reviews and analyzes subrecipient budgets, invoices, and financial reports. Conducts quarterly fiscal monitoring and risk assessments. Provides subject matter expertise on allowable costs, procurement, and documentation.
  • Prepares required fiscal reports for internal and external stakeholders. Tracks RHT Program expenditures and obligations to ensure compliance with federal and state guidelines. Supports responses to fiscal inquiries, audits and monitoring visits. Compiles monthly and quarterly financial reports for each initiative in collaboration with Program Coordinators.
  • Assists in the development and revision of program and project‑level budgets for RHT‑funded initiatives. Provides financial forecasting and scenario analysis to inform program planning and resource allocations. Supports annual budget submissions and funding proposals. Creates and updates multi‑year budgets for each RHT initiative.
  • Maintains accurate data in accounting, grants management, and reporting systems. Analyzes spending trends to identify risks and/or opportunities for cost optimization. Supports continuous improvement of fiscal tracking tools and internal processes.
  • Leads or supports other projects proactively or as assigned by Agency leadership. Continuously engages in process improvement to support Agency and Division‑wide strategies, objectives, and initiatives. Occasional travel may be required as assigned.

Qualifications

A bachelor's degree in accounting, finance, business administration, or related field and at least one (1) year of professional experience in related area such as financial analysis, accounting, or grant fiscal management.

An equivalent combination of experience and education may be considered with prior State Human Resources approval.

PREFERRED: Master’s degree or CPA and experience with state or federal grants, OMB Uniform Guidance, and cost allocation principles.

Key Skills & Competencies
  • Strong understanding of accounting principles and grant management best practices.
  • Advanced Excel skills and proficiency with accounting and reporting software (e.g., SCEIS, Quick Books, or similar).
  • High attention to detail, analytical thinking, and accuracy under deadlines.
  • Strong written and verbal communication skills with ability to translate financial data for non‑financial audiences.
  • Ability to work collaboratively with program and fiscal teams.
