Title: Systems Software Programmer - Consultant (W2 or 1099)
Pay Rate: $70.00-$80.00/hour Max 1099 Rate: $90.00/ Hr
Duration of the
Contract:
12 months
Possibility for Extension: Yes
Work Location: Role is hybrid (2 days onsite per week)
Candidate location: Candidate must be a CURRENT SC resident. No relocation allowed.
Required Skills & Experience- 10+ years of experience independently designing and implementing medium to large-scale software systems using .NET architectures
- 8+ years of experience developing data-driven applications utilizing SQL as part of the application architecture
- 8+ years of experience developing Windows-based and web-based applications using:
- Dynamic content
- Complex security models
- 5+ years of experience with Microsoft operating systems and at least two of the following:
- Application servers
- Database servers
- Messaging servers
- Web servers
- (e.g., MS Server, Team Foundation Server, Visual Studio)
- Experience supporting child welfare or human services systems
- Knowledge of SACWIS/CCWIS requirements and objectives
- Microsoft SQL Server 2019
- Team Foundation Server (TFS)
- C#, ASP.NET, .NET
- SQL Server Reporting Services (SSRS)
- SQL Server Integration Services (SSIS)
- Microsoft Access
- FTP
- Entity Framework 6 (preferred)
- ASP.NET MVC 3 or higher (preferred)
- Strong ability to communicate software design and implementation decisions, including tradeoffs and rationale
- Excellent written and verbal communication skills for both technical and non-technical audiences
- Ability to collaborate effectively with DSS staff and other state IT teams
- Strong project leadership and organizational skills
- Self‑motivated, results‑oriented, and accountable

The selected candidate will serve as the Systems Programmer Project Lead
, providing technical leadership and hands‑on development support for DSS child welfare re‑engineering projects. Responsibilities include, but are not limited to:
- Lead the design, development, and implementation of system modifications supporting interfaces with:
- Division of Child and Family Services
- Child Support Systems (PACSS and CAPSS)
- Lead development of secure, bi‑directional interfaces with:
- Department of Health and Human Services
- Department of Education
- Department of Mental Health
- ensuring compliance with state and federal requirements
- Assist with ongoing maintenance and operations of child and adult protective services systems and related subsystems
- Support planning and system design efforts to implement new CCWIS and AFCARS federal requirements
- Lead development and implementation of CAPSS changes required by the Michelle H. settlement agreement
- Assist with development and support activities related to the Families First Prevention Services Act (FFPSA)
- Develop and maintain data files for federal reporting, state reporting, and ad hoc data requests
- Design, develop, and modify VB/ASP.NET and C# applications
- Develop data-driven solutions accessing Microsoft SQL Server 2019 databases
- Ensure application performance, scalability, security, and reliability
- Provide technical guidance and oversight to ensure successful task completion and delivery
