CCS Global Tech, a certified Microsoft Gold Partner, is hiring a System Software Programmer to support a major migration project for the City and County of San Francisco. The role involves designing, implementing, and maintaining agency software systems on the DES Office of Technology platform.

Project Scope

Staff augmentation is required to complete the migration of applications and data from former agency (DHEC) infrastructure to DES systems.

Roles/Responsibilities
  • Analyze, design, implement, modify, and maintain agency software systems supporting the Bureau of Water functions (SDWIS, WQX, SWIFT, DW‑SFTIES).
  • Lead data migration and software implementation for new software and mentor junior team members.
  • Provide technical support and troubleshoot issues, addressing service desk tickets.
  • Collaborate with technical team members, customers, business analysts, and stakeholders to gather and clarify functional and non‑functional requirements.
  • Assist in migration processes, identifying data flows, dependencies, and technical requirements.
  • Prepare and maintain system documentation, including disaster recovery plans.
  • Adhere to office application development and security standards.
  • Perform manual and automated testing to ensure robust, reliable applications.
  • Participate in code reviews and provide constructive feedback.
Qualifications
  • A bachelor's degree in computer science, computer engineering, or a related field (experience may substitute).
  • 8+ years of experience with government IT projects as a software developer or engineer.
  • 8+ years of experience building and optimizing SQL statements and stored procedures.
  • 3+ years of experience supporting Water Quality/Safety Information Systems in a government setting.
  • Proficient with ASP.NET, .NET, C#, HTML, and CSS.
  • Strong analytical, debugging, and problem‑solving skills.
  • Familiarity with the Software Development Life Cycle (SDLC).
  • Excellent verbal and written communication skills in English.
  • Experience in software security standards and best practices.
  • Experience in planning, directing, and reviewing work of technical teams.
Mandatory Skills
  • Ability to troubleshoot/debug software and analyze systems.
  • Experience in maintaining and upgrading existing applications.
  • Knowledge of service/help desk ticket platforms and Microsoft Office.
Desirable Skills
  • Experience with SDWIS, Water Quality Exchange (WQX), SWIFT, and DW‑SFTIES.
  • Experience with Apache Tomcat and Java.
  • Experience collaborating with the Environmental Protection Agency (EPA).
  • Experience using service/help desk ticket platforms and Microsoft Office products.
