General Purpose

Under the general supervision of the Public Health Administrator, the Public Health Specialist provides project coordination for a variety of diverse public health initiatives including, but not limited to, community assessment, community health planning, health education, grant coordination, and public health preparedness. This position qualifies as emergency personnel as permitted Wis. Stat. Sec. 66.0502.

Shift/Hours

Full‑time: 7:30 a.m.

- 4:00 p.m. (generally) with ½ hour unpaid lunch; 40 hours per week (generally); 24 hour on‑call status; additional time as the job dictates.

Supervision Received

Works under the general guidance and direction of the Public Health Administrator.

Essential Duties and Responsibilities
  • Develops community outreach programs and activities to all community partners, conducts community educational programs, and coordinates public health programming with other departments throughout the City.
  • Works with community partners to develop and implement effective, evidence‑based public health programs.
  • Liaison and coordinate with other City departments related to public health programs, including public health preparedness.
  • Conducts and collects data related to ongoing assessment of community health data, including technical and statistical summary reports based on survey data.
  • Identifies and defines populations of interest to develop health studies for specific target populations and programs in the community.
  • Coordinates and implements strategic plans related to community assessment, community health improvement, health planning, and accreditation.
  • Assist in planning, development, and evaluation of grant‑funded activities in accordance with grant guidelines.
  • Works as a team member with other public health staff on a variety of public health programs and activities.
  • Maintains current knowledge of public health issues.
  • Maintain prompt, predictable, and regular physical attendance.

Education/Training Requirements

Bachelor’s degree in public health, health education, health planning, epidemiology, health administration, nursing, or other health‑related field. Master’s degree in Public Health or related field preferred. Professional experience in public health, including experience with data analysis or program planning is a plus.

Language Skills

Ability to read, analyze, and interpret common scientific journals and legal documents. Ability to respond to common inquiries or complaints from clients, regulatory agencies, or members of the public. Ability to effectively present information to top management, public groups, and/or elected officials.

Mathematical Skills

Ability to read and understand statistical materials. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in and deal with several abstract and concrete variables.

Other Qualifications

Valid Wisconsin Driver’s license. Ability to deal diplomatically with the public.
