The Preschool Services Director provides instructional and administrative leadership for district preschool and preschool special education programs. This position ensures compliance with state and federal laws governing early childhood and special education, oversees staff and program implementation, promotes high‑quality preschool instruction, provides professional learning, and collaborates with district departments, families, and community partners to advance district wide early childhood initiatives, including grant‑funded programs and partnerships.
EssentialFunctions
- Provide leadership and supervision for preschool and preschool special education programs, staff, and services.
- Support and oversee developmentally appropriate practices including explicit instruction, whole and small group instruction, classroom management, learning environments, age‑appropriate curriculum and teaching strategies.
- Ensure compliance with state and federal laws and regulations related to early childhood education and special education, including IDEA, qualifying disabilities, Parent Procedural Safeguards, IEP procedures, and LEA responsibilities.
- Oversee IDEA evaluation processes and the use of appropriate assessment measures for preschool special education students.
- Maintain current awareness of legal issues related to special education, including Due Process Hearings, and implement practices to reduce risk of litigation.
- Provide leadership for implementation of Utah High Quality Preschool Indicators.
- Create, supervise, and evaluate data‑based program goals and expectations with fidelity.
- Provide leadership, develop, and implement staff professional learning based on program data.
- Encourage shared decision‑making, leadership development, and professional collaboration among teachers and staff.
- Supervise and evaluate instructional staff through classroom observations, analysis of instructional practices, and completion of meaningful evaluations.
- Address staff performance concerns using corrective discipline procedures as appropriate.
- Effectively listen to, respond to, and resolve concerns from parents, staff, and community members.
- Develop, manage, and oversee program budgets, including monitoring expenditures and determining budget priorities.
- Support and oversee district wide early childhood initiatives, including community partnerships and grant‑funded programs.
- Utilize aggregated and disaggregated student and program data to guide decision‑making and continuous program improvement.
- Collaborate with district departments and external partners to support early childhood programming and services.
- Perform other related tasks as assigned by the supervisor.
- Knowledge of special education laws, regulations, and procedures related to early childhood, including IDEA and IEP processes.
- Knowledge and application of special education forms and documentation requirements.
- Understanding of early childhood instructional practices and program quality indicators.
- Ability to analyze classroom instruction and student outcomes to support continuous improvement.
- Ability to develop professional learning for all applicable staff groups.
- Strong interpersonal skills, including the ability to conciliate, arbitrate, and resolve conflicts effectively.
- Ability to communicate clearly and professionally, both verbally and in writing.
- Skill in budget preparation, fiscal management, and oversight of expenditures.
- Ability to interpret and analyze student and program data to inform instructional and operational decisions.
- Demonstrated leadership, organizational, and problem‑solving skills.
- Current Utah Administrative/Supervisory License required.
