The OpportunityThe Partnerships Lead within the Population Health Center of Excellence (CoE) is a key strategic and executional role that advances Genentech’s population health agenda through high‑impact policy engagement, transformative advocacy, and partnership development. This leader operates at the intersection of government affairs, access strategy, and systems change - translating national and local policy developments into actionable strategy and stewarding Genentech’s relationships with outcomes‑focused advocacy coalitions and patient‑focused public‑private partnerships.
Reporting to the External Engagement Head and working closely with colleagues in Public Affairs, Policy and External Affairs, this individual is Genentech’s policy ambassador within the population health space, representing the company at key forums and ensuring Genentech’s voice is aligned with its population health priorities. They lead coalition engagement strategies and serve as the primary liaison for Congressional Tri‑Caucus outreach, healthcare policy coalitions, and transformative advocacy partners.
This role requires a deep understanding of the policy landscape, stakeholder dynamics, and the nuances of population health and access. With fluency in compliance, communications, and government relations, the Partnerships Lead helps shape the patient‑focused policy narrative, manage reputational risks, and translate complex agendas into aligned, measurable initiatives that reinforce Genentech’s credibility and impact.
Key ResponsibilitiesPartnership Strategy & Execution
- Execute partnership engagement strategies across policy, access, and population science, and lead Genentech’s engagement in transformative advocacy efforts (e.g., 340B, pricing, AIR) by activating partnerships with organizations such as WOCIP, NMQF, NALHE, NHHF, and NMA.
- Build and maintain strategic relationships with Congressional Tri‑Caucus members (CBC, CHC, CAPAC) in collaboration with PAA to advance access and policy agendas.
- Represent Genentech’s Population Health priorities in national forums and policy convenings, serving as a visible and credible spokesperson and evolving the enterprise's policy narrative on patient outcomes and Population Science by synthesizing partner feedback and policy trends.
- Coordinate internal stakeholders (Compliance, Legal, PAA, Research & Development, Communications, and People & Culture) to ensure cohesive planning, risk mitigation, and timely execution of partnership commitments, and support the execution of policy‑related engagements through development of briefings, event logistics, stakeholder coordination, and outcomes tracking.
- Proactively monitor partnerships and policy alignments to identify and mitigate risks or misalignments related to patient outcomes, recommending strategic escalations or realignment efforts as needed.
- Bachelor’s degree in Public Policy, Public Health, Population Health and/or Science, or a related field.
- 8–10 years of experience in public policy, advocacy, or partnerships within the biopharma, nonprofit, or government sectors.
- Demonstrated success in managing high‑impact partnerships with national organizations.
- Skilled in synthesizing policy developments into actionable corporate strategies.
- Proficiency in CRM tools and engagement tracking systems.
- Master’s degree in Public Policy, Public Health, Business Administration, or related field.
- Experience leading partnerships at the national or global level with healthcare, advocacy, or academic organizations.
- Familiarity with population health equity, inclusive research, or healthcare access initiatives and ability to represent them credibly in external partnerships.
