PLANT SUPERVISOR
NATURE OF WORKThis is responsible technical and supervisory work in the operation and maintenance of the Town’s wastewater treatment system. Duties involve direct supervision of treatment plant personnel in assuring that system meets State discharge requirements. An essential part of the duties of this position is assisting in developing a flexible and anticipatory organization which will provide cost-effective and customer-friendly delivery of quality services to the community;
plus assisting in developing and utilizing the potential of each employee to successfully find new ways to deliver both the short and long-term needs of South Windsor consistent with the Town’s goals and objectives. Work is performed under the general supervision of the Pollution Control Superintendent and in accordance with prevailing policies, laws, regulations and rules. Work is reviewed through conferences and reports for overall program effectiveness and efficiency.
OF ESSENTIAL JOB FUNCTIONS
- Plans and organizes work according to industry standard treatment procedures; establishes priorities for work assignments; assigns operators, mechanics, and plant staff to operations and related maintenance tasks; reviews work in progress and reassigns employees as needed; coordinates work assignments to assure minimum interruption of treatment process.
- Monitors instrumentation (including SCADA) to assure proper operation of pumps and equipment; oversees recording of information from meters and gauges on daily report sheets; makes periodic inspection of pump stations; supervises removal of sludge.
- Coordinates operation of treatment facilities with laboratory personnel to assure acceptable effluent discharge; oversees taking of grab or composite samples for laboratory analysis.
- Monitors wastewater entering plant to detect discharge of unlawful and dangerous substances into system; directs remedial action to protect treatment process and equipment; investigates source of unlawful discharges and reports to supervisor.
- Recommends, implements and supervises a maintenance and replacement schedule for treatment plant equipment, facilities, pump stations and sewer lines; supervises installation of new or replacement equipment.
- Responds to emergencies on a call-in basis; responds to citizen complaints concerning collection system or plant.
- Evaluates performance of employees; recommends personnel actions such as employment, promotion or discipline; trains new workers in job tasks and in use of equipment, materials and safety procedures consistent with the Town’s quality service goals and the development of cost-effective, customer-friendly service delivery.
- Participates in near-term and long-range planning to meet current and future wastewater needs of the community.
- Makes budget recommendations to supervisor; prepares cost estimates of operations for budget control purposes. Initiates requisitions for materials, supplies, or equipment.
- Prepares statistical and narrative reports for Pollution Control Superintendent.
- Supervises the water quality and filtration system for Town swimming pool.
- Performs related work as required.
Attainment of an Associate degree or higher in water or wastewater treatment, or completion of a vocational program in water, wastewater, plumbing, electrical, or mechanical repair; five years supervisory experience in operating a Grade III, or higher, wastewater treatment plant; or any equivalent combination of training and experience that provides the following knowledge, abilities and skills:
- Thorough knowledge of current state and federal laws governing the operation of wastewater treatment facilities.
- Thorough knowledge of the operational methods, equipment and processes used in modern wastewater treatment facilities.
- Considerable knowledge of the theory and application of wastewater collection of treatment processes.
- Considerable knowledge of modern supervisory principles.
- Working knowledge of Microsoft Office Suite 2003 or newer.
- Experience with SCADA and Job Cal desirable.
