Civil Supervisor
On-site (Major Solar PV Project, South Africa)

Role Purpose
The Civil Supervisor is the hands-on execution lead responsible for the daily oversight, monitoring, and direction of all civil and structural construction activities during the execution phase of the Solar PV project. The primary mandate is to ensure that all groundworks, foundations, access roads, and associated civil infrastructure are constructed safely, to required quality specifications, and strictly according to approved engineering designs.
Key Responsibilities
Construction Supervision & Site Execution
- Direct Oversight: Provide daily, hands-on supervision and direction for site works, including bulk earthworks, road construction (access roads), trenching, PV array foundation installation (piles/concrete footings), drainage systems, and structural concrete pouring.
- Methodology Adherence: Ensure all subcontractors and site personnel strictly follow the approved construction methodologies, detailed work instructions, and execution plans.
- Coordination: Manage the daily coordination with Mechanical and Electrical Supervisors to ensure seamless integration of civil infrastructure with mounting structures, tracker posts, and cable routing, preventing operational and schedule clashes.
Quality Assurance and Control (QA/QC)
- Inspections & Testing: Execute and document rigorous quality control inspections (utilizing Inspection and Test Plans - ITPs) at critical hold points, including:
- Compaction tests for earthworks.
- Concrete slump, cube testing, and rebar checks for foundations.
- Final dimensions and tolerances for structural works.
- Compliance: Verify that all materials and workmanship meet South African National Standards (SANS), COLTO requirements, and project-specific engineering specifications.
- Non-Conformance: Immediately identify, report, and document all deviations or non-conformances (NCRs), and ensure the prompt and correct implementation of approved corrective actions.
Health, Safety, and Environment (HSE)
- Safety Enforcement: Enforce strict adherence to the OHS Act (Occupational Health and Safety Act) and the Construction Regulations.
- Risk Mitigation: Conduct daily safety toolbox talks, perform regular site safety walks, and immediately stop any unsafe work practices or activities.
- Permitting: Ensure all high-risk work is carried out under the correct permits (e.g., Excavation Permits, Confined Space Permits).
Monitoring, Reporting, and Administration
- Progress Tracking: Monitor and report daily physical progress against the detailed short-term construction schedules, immediately escalating any bottlenecks or potential delays to the Construction Manager.
- Documentation: Maintain meticulous site records, including daily site diaries, detailed inspection and test records, material receiving reports, and updates to "as-built" documentation.
- Material Management: Conduct on-site verification of materials delivered, ensure proper storage, and track material usage against planned quantities.
Required Qualifications
- Experience: Minimum of 5 to 8 years of demonstrably successful experience in civil construction site supervision.
- Relevant Site Experience: Essential prior experience supervising bulk earthworks, road works, structural concrete foundations, and drainage systems.
- Sector Experience: Prior experience specifically on utility-scale solar farms or heavy industrial construction sites is required.
- Qualifications: A Civil Engineering Diploma, BTech, or equivalent highly relevant trade certification (e.g., NQF Level 5 or higher) or relevant experience.
- OHS Certifications: Mandatory relevant OHS certifications (Legal Liability, Construction Regulations, HIRA, OSH, Deep Excavation Supervisory Training).
- Technical Skills: Strong practical understanding of engineering drawings, specifications, and South African construction law/standards. Proficient in reading and interpreting technical blueprints and topographical surveys. Skilled in using site surveying equipment and performing basic QA/QC testing procedures.
