The Role:
- Contract Supervision: Oversee and monitor site contracts, ensuring adherence to the latest revisions of applicable Employer's policies and procedures.
- Health, Safety, and Environmental Compliance: Ensure all personnel and activities comply with relevant health, safety, and environmental standards and procedures (Power and Legislative). Conduct safety risk assessments for high-risk plant operations.
- Workforce Monitoring: Track and report Contractor working hours, manpower numbers, including sub-contractors and visitors on site, and overtime to ensure compliance with project specifications and requirements.
- Housekeeping Practices: Ensure good housekeeping practices are followed and maintained by all personnel on site.
- Communication and Reporting: Communicate and report to the Site Manager, Project Manager, SHEQ Manager, and Senior Advisors (Safety/Environment).
- SHE Compliance: Complete daily SHE checklists and database forms to ensure compliance with SHE requirements. Maintain all necessary SHE forms and records.
- Incident Reporting: Report all incidents to the Site Manager, Project Manager, and SHEQ Manager.
- Daily Task Planning: Plan daily tasks according to the site program, Contractor's schedule, and approved method statements.
- Progress Monitoring: Monitor and report the Contractor's progress in terms of the approved schedule.
- Daily Reporting: Provide all daily reports, documents, photos, labour, and equipment information.
- Method Statement Communication: Communicate approved method statements to all role players and ensure work is performed accordingly.
- Contract Familiarity: Be familiar with contract documents, drawings, schedules, specifications, and method statements to monitor and report on construction works in terms of quality, time, and cost.
- Work Inspection: Inspect work done on site according to specifications and instructions, and re-measure where required.
- Equipment Inspection: Inspect the Contractor's equipment in their presence and observe the work process.
- Material Verification: Assist in visually checking delivery instruction notes for free issue materials.
- Inspections and Tests: Carry out inspections, witness tests, and complete all relevant forms as required by various standards and procedures. Issue NCRs when deviations are noted.
- Audits and Surveillances: Conduct audits and surveillances as directed (vehicles, equipment on site, activities, etc.).
- Non-Conformance Management: Issue non-conformances, punch lists, and applicable instructions in line with Power's Quality Management System in liaison with the Site Manager, Project Manager, Senior Quality Advisor, and SHEQ Manager where applicable.
- Non-Conformance Reporting: Submit all non-conformance reports to the SHEQ Manager and Senior Advisors (Quality/Safety/Environment).
- Site Instructions: Follow procedures for issuing all relevant documents and communication before issuing site instructions. Inform the Project Manager.
- Site Instruction Compliance: Issue site instructions to complete work as per safety standards and contract specifications on instruction from the Project Manager. Monitor compliance.
- Commissioning Management: Manage the commissioning process of new assets.
Qualification & Experience
- Electrical/ Mechanical/ Civil National Technical Diploma (College/TVET College) - 7 years in Electrical/ Mechanical/Civil Engineering environment.
- Or Electrical/ Mechanical/Civil National Diploma - 3 years in Electrical /Mechanical/Civil Engineering environment.
- Or B-Tech/B-Eng. / BSc in Electrical/ Mechanical/ Civil - 2 years in Electrical /Mechanical/Civil Engineering environment.
- Previous experience of site management on the Power Lines and Substation Construction projects will be advantageous.
