Job Description
The Iowa Department of Health and Human Services (HHS), Child Support Services (CSS), has a wonderful opportunity as a Child Support Case Manager (Child Support Recovery Officer) in Spencer, IA. At CSS, we help the families of Iowa successfully navigate and understand the importance of providing both financial and emotional support for their children and build relationships with the parents to ensure their success.

This is a full-time opportunity, Monday – Friday with typical hours being from 8:00 AM–4:30 PM. Upon successful completion of the training period and with management approval, this position offers a hybrid work opportunity – working from the office as scheduled and from home. This position is located at the Spencer CSS office at 20 W 6 th St Ste 200, Spencer, IA.
Job Duties- Performs complex case management for parents in need of paternity, medical and support establishment, modification of an existing order, and maintenance of support orders.
- Manage an assigned caseload. Prioritize tasks and time to meet established performance goals and critical deadlines.
- Communicates with a variety of community partners including human service agencies, employers, clerks of court, county sheriff, attorneys, and other entities to achieve the goals of the Child Support Program through phone calls, emails, and written correspondence.
- Builds strong working relationships with parents and helps them overcome reluctance to cooperate with Child Support services and programs to ensure their success.
- Independently analyzes a variety of complex case situations and legal scenarios to determine the appropriate action to establish, maintain, or modify support for families in and out of Iowa.
- Uses Microsoft Office programs (Excel, Word, Outlook) proficiently and is capable of learning other computer systems, including ICAR, which is critical for success in this position.
- Comprehends and adheres to confidentiality provisions in the Code of Iowa.
- Critical thinking skills and the ability to execute complex tasks independently.
- Customer service skills, including de‑escalation of conflictual or adversarial situations.
- Adaptability to changing work pressures and situations.
- Strong organizational skills and attention to detail.
- Excellent oral and written communication and report composition.
- Teamwork, collaboration, and consultation.
- Ability to manage multiple deadlines.
- Extreme accuracy in mathematical calculations and timelines.
- Completion and successful passing of a level 5 criminal background check, including fingerprinting.
- Occasional travel. A valid driver’s license is required to use state vehicles for travel outside the office as needed.
